Description
This is sources sought notice only; it is not a request for quotations. The purpose of this Source Sought notice is to identify Service Disable Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB) and Small Business interested in this procurement, the level of experience, qualifications, and whether it might be suitable for a specific small business socioeconomic group set-aside. The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan; Puerto Rico is conducting market research to identify potential sources for a contract to manage and dispose hazardous and non-hazardous waste. The waste management services include but are not limited to on-site collection of hazardous wastes from all the facilities satellite accumulation areas (SAA), proper identification and storage of hazardous waste at the Main Accumulation Area (MAA); proper segregation, packaging, document generation, labeling, transportation, recycling and final disposal of hazardous, universal, or otherwise nonhazardous waste currently accumulated at VACHS. Contractor shall also furnish the materials (containers, etc.) to conduct all activities related to hazardous waste management and disposal. The service will cover the VA Caribbean Healthcare System (VACHS) and its associate facilities located throughout Puerto Rico and US Virgin Islands. This hazardous waste management contract must be executed in compliance with but not limited to; all applicable laws and regulations of the United States and Puerto Rico, US Environmental Protection Agency (USEPA) and Puerto Rico Environmental Quality Board (PREQB). Puerto Rico-specific Hazardous Waste Management and Transportation Permits are required. This contract shall also include daily onsite services. The anticipated period of performance is a one-base period and four (4) one-year option periods. Expressions of interest shall be submitted Mr. Israel Rodriguez, via email at: elder.vazquezmelendez@va.gov, by or before November 16, 2022, close of 4pm. The following information shall be provided: a. Company profile and capability statement comparable to the marketing package your company uses in their ordinary course of business. Please ensure the following information is included: point of contact information, company business size and socioeconomic category such as: Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), Women-Owned Small Business, HUBZone Small Business, Small Business. b. Provide evidence/certification of the following: Puerto Rico Environmental Quality Board Permit for Hazardous Waste Management and Transportation c. Provide US EPA ID number (s) of all the Treatment, Storage, and Disposal (TSD) Facility (or facilities) owned by the company or associated with the company operations.
