- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 336212 with a small business size standard of 1000 Employees. The Government requires the purchase of 2,000 Gallon Water Trailer Hitch Extension Kits. The hitch extension kits must be compatible with Globe Trailer, model number GTTU12 and meet the following requirements. 4-bolt square mount pintle ring, Hitch extension adaptor plate, Minimum of (18) �-in, grade 8 bolts, 3-in length Minimum of (18) �-in, grade 8 lock nuts Minimum of (36) �-in grade 8 washers 11-in fabricated hitch extension, specifications are as follows: Shall be constructed of steel Shall be hot dipped in a galvanized finish Shall be a minimum of 11-in in length Shall be adjustable and reversible for proper height adjustment Shall have a minimum of 8 bolt openings on trailer side of hitch extension Shall have 4 and 1/2-in horizontal measurement between bolt holes Shall have 2 and �-in vertical measurement between bolt holes Shall have a minimum of 4 bolt openings on pintle side of hitch extension Shall have 4 and �-in measurement between both horizontal and vertical bolt holes Shall have 13/16-in bolt openings Shall be silver or grey in color The Government intends to negotiate a sole-source contract for the purchase of the kit described above.� The identified sole-source provider/producer of these items is as follows: Globe Trailer Manufacturing, Inc. 3101 59th Ave Dr East Bradenton, FL 34203 Through market research it has been determined that award to a source other than Globe Trailers would result in a substantial duplication of cost not expected to be recovered through competition as other sources need to include testing costs to ensure compatibility with the existing trailers also manufactured by Globe. The hitch extensions manufactured by Globe have already been tested for compatibility and the Government will realize cost efficiencies due to these facts. This is a notice of proposed contract action and NOT a request for competitive quotations; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 November 2022.
