Description

This is a Notice of Intent to award a sole-source contract. This notice is not a request for competitive quotes.� The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) as prescribed by FAR 13.106-1(b)(1). The Mission Installation Contracting Command (MICC) Fort Buchanan, Puerto Rico intends to issue a sole source, firm fixed price award to Document Control Systems, Inc., Calle Betances #11 2do Piso, Bayamon, P.R. 00961, to provide postal meter rental, preventive maintenance & repairs services. The postal machine�Neopost (currently known as now Quadient) Postal Machine IN Series 750 Base w/ Mixed Size Feeder, sealer and drop Dynamic Weighing is currently own by the Government and is located on the Official Mailing and Distribution Center located in Bldg. 611 at Fort Buchanan, Puerto Rico. It is Government understanding that Document Systems Inc. is the only authorized reseller in Puerto Rico authorized to provide services to Quadient USA Products. The metered mail is vital to the functionality of processing outgoing mail at Fort Buchanan. The NAICS code for this requirement is 811212 - Office Machinery repair and maintenance services. The size standard of $30.0 in Millions of dollars. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 7 days (-or-prior to closing of this announcement) of the issuance of this notice will be considered by the Government. �Interested parties may identify their capability to respond to this requirement.� Interested parties must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government.� A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this Notice of Intent to Sole Source shall contain sufficient documentation to establish a bonafide competency to fulfill the requirement.� MICC Fort Buchanan will not be responsible for any costs incurred by interested parties in responding to this notice.
