- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWC-AD) intends to award a fixed price contract for the procurement four (4) COMM-7H1 Radio Interface Units (RIUs), Part Number: 123AV92602-5 and four (4) COMM-7H1 Main Logic Boards (MLBs), Part Number: 123AV92603-7 in support of the design and development of Operational Test Program Sets (OTPS) for the E-2D Advanced Hawkeye Aircraft. Northrop Grumman Systems Corporation (NGSC) is original designer, developer, manufacturer, and integrator of the E-2D aircraft and weapons systems and is the only source with the requisite knowledge, experience, technical expertise, and proprietary data to supply the COMM-7H1 Radio Interface Units (RIUs), Part Number: 123AV92602-5 and COMM-7H1 Main Logic Boards (MLBs), Part Number: 123AV92603-7 required for this effort. NGSC does not have any authorized distributors for the COMM-7H1 RIU or COMM-7H1 MLB, nor are they willing to sell the technical data to any other contractor or Government agency making them the only source that is capable of providing the required equipment with the capabilities with the same form, fit and function needed to support the E-2D Advanced Hawkeye Program. Therefore, this action will be an establishment of a sole source contract action to NGSC, located in Melbourne, Florida 32904-2322. ������� NAWC-AD intends to award this order under the authority of 10 U.S.C. 2304, as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.��
