Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal and no contract will be awarded from this notice.� There will not be a solicitation, specifications, or drawings available at this time.� This notice is a market research tool used for planning purposes only to determine the availability and capability of small business sources. Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT) is seeking Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Businesses with current relevant qualifications, experience, personnel and capability are encouraged to respond.� Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the best interest of the Government. A Range Maintenance, Indefinite Delivery, Indefinite Quantity (IDIQ), Performance-Based contract with both Recurring and Non-Recurring services is anticipated.� The total contract term, including the exercise of any options, inclusive of FAR 52.217-8 shall not exceed 66 months. Source Selection procedures will be used to evaluate and select the proposal that is most advantageous to the Government. The Contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary for range maintenance support at Marine Corps Base, Camp Lejeune, NC. General Work Requirements: Annex 0800000 Range Maintenance: The intent of Range Maintenance is to ensure all Training Facilities, Training Areas, Training Sites, Training Systems, Administrative Landing Zones (ALZs), Tactical Landing Zones (TLZs), Splash Points, and Live Firing Ranges remain in an optimal operational, ready for training (RFT) and usable condition. The specified requirements for Range maintenance shall consist of the contractor providing all maintenance, repair, replacement, and minor construction to include the following: -Facility Investment -Grounds Maintenance and Repair -Secondary Road Maintenance and Repair -Tactical Landing Zone/ Gun Position Erosion Maintenance and Repair -Dust Suppression -Sand Delivery -Environmental Lead Cleaning/Lead Removal -Bullet Trap Maintenance and Repair -Electronics and Electrical Maintenance and Repair -Material Purchase -Pest Control All Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation.� All qualified firms are encouraged to respond. The appropriate NAICS Code is 561210. It is requested that interested parties submit a brief capabilities package not to exceed 5 pages. This capabilities package shall address, at a minimum the following: � (1) Examples of projects worked within the last five (5) years of similar size, scope and complexity as the work indicated. Knowledge of the state regulations within the area of responsibility (AOR). Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government / Agency point of contact. Size:� A maintenance service contract with a yearly value of at least $2 million or greater for recurring services.� Indefinite Quantity/Indefinite Delivery values for infrequent work will not be considered similar in size. Scope: �Demonstrate the ability to provide maintenance and repair services to a wide variety of systems, equipment, and structures at training facilities including but not limited to: -Fabricating, installing and repairing range flag holders and poles, metal and wood signs (lateral limit, range identification, impact area, no trespassing, range firing lane markers. metal gates (including courtyard gates), installing various types of barriers, maintenance, repair, and replacement of range props also known as atmospherics (any object used or set decoration movable or portable on a stage or a set, distinct from the users, scenery,� and electrical equipment), ammo tables,� wooden steps located in various areas on ranges, structures/facilities, firing target protective, impact, and micro terrain berms, target protective berms,� firing positions (FP), bunkers and facades,� retaining, ballistic, courtyard, walls including those made of wood, sandbags, concrete, plastic, SACON� and metal, wood and metal bleachers,� MOUTs, FOBs, and Towers, ancillary range equipment, shoot /breach houses, shock absorbing concrete, secondary roads and ditches, Tactical Landing Zones, Administrative Landing Zones, Gun Positions, Mortar Positions, and Splash Points, bullet traps including de-leading, range electrical and data components. -Grounds Maintenance services include lawn maintenance, vegetation removal and debris removal within Ranges, Training Areas and Tactical Landing Zones, Administrative Landing Zones, Gun Positions, Splash Points, MOUTs, FOBs, Training Systems, Training Sites and Training Facilities. Services include, but not limited to, earthwork (repairing holes, ruts, and erosion created by troops, equipment, vehicles, aircraft and weather related effects), grass seeding, mowing and trimming, vine removal, edging, pest control, shrubs, hedges, and tree and weed removal.� Some weed control is limited to application of herbicides. Herbicide Usage Plan is required for weed control of buildings, streets, roads and railroad tracks. -Sand, rock, and dirt delivery, placement and compaction. -Lead cleaning and removal. �-Contractor Logistics Support (CLS) services. - UXO services necessary to assist in the performance of work in High Hazard areas, Unsanctioned Dump Site (areas used for dumping that are not set aside for waste collection) that require cleanup and trash/debris removal. -Pest control services to prevent and control pests inside facilities and surrounding the perimeter of facilities. Complexity:� Offeror must have been responsible for responding simultaneously to requirements for several customers or installations and supporting annexes. (2) Company profile, to include number of offices and number of employees per office, annual receipts, office location(s), DUNS number, and CAGE Code. (3) Please indicate if you are a Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Business. (4) In order to assist us in determining the geographic boundaries of the contract(s) necessary to cover the services of the proposed requirement within our AOR, please identify the geographic area in which you can operate in an efficient and economical manner. � The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company�s ability to demonstrate existing, or developed, expertise and experience in relation to this contract. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities.
