- PREFACE:� This is a United States Army Sources Sought Notice for the acquisition of Mahr MMQ400 Roundness Tester or equivalent tester. OBJECTIVES: The Army Contracting Command � Rock Island (ACC-RI), Rock Island, IL, in support of the Joint Manufacturing and Technology Center (JMTC), is conducting a Sources Sought Notice to determine if there are small business companies interested and able to provide Mahr MMQ400 Roundness Tester or equivalent tester. INTENT: The United States Government (USG) is pursuing the potential procurement of a Mahr MMQ400 Roundness Tester or equivalent tester. DESCRIPTION: The Roundness Tester must have equivalent specifications to the Mahr MMQ400 and meet the qualifications listed below. CURRENT REQUIREMENT: USG has a current requirement for a quantity of for an estimated quantity of one to be delivered in December 2022.� RESPONSES: Responses to this Sources Sought Notice questionnaire should be sent via e-mail to the Contract Specialist, Lynn Baker (lynn.d.baker8.civ@army.mil) with a copy furnish to the Contracting Officer, David DeAnda (david.d.deanda2.civ@army.mil). Replies to this questionnaire must be received no later than 10:00am CT on Friday, 11 Nov 2022.� Your input is voluntary, and no compensation will be made for your participation in this survey.� PROPRIETARY INFORMATION: The USG acknowledges its obligations under 18 U.S.C. � 1905: The Trade Secrets Act to protect confidential information provided to the USG. Pursuant to this statute, the USG is willing to accept proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: Data must be in writing and be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified regarding what data is proprietary. Roundness Tester Capabilities: a.�� Does your company supply the Mahr MMQ400 Roundness Tester or an equivalent tester that can also meet the following specifications?� 1. DOOR ACCESS: The equipment shall be shipped either assembled or disassembled to pass through a double door 3-ft wide by 10-ft high and shall not exceed 25-ft in length. 2. COMPONENT WEIGHT: The maximum weight of any one piece shall not exceed 250-Kgs as a maximum due to the table the existing unit is on and where the replacement will be going. 3. INSTALLED FLOORSPACE: When installed complete, the equipment shall be contained in an area 850-mm long and 560-mm deep as a maximum, excluding the operator's area. Maximum height shall not exceed 1,250-mm due to the table the existing unit is on and where the replacement will be going. Depth is defined as front to back from the operator's normal operating position. 4. CENTERING AND TILTING TABLE: The RT shall have a CNC centering and tilting table of275-mm in diameter, have a table centric loading capacity of 500-N, a rotational speed of 0.2 to 15-rpms and an angle resolution scale of 32,500,000 as minimums. 5. HORIZONTAL UNIT X-AXIS: The RT shall have a motor driven X-axis measuring path length of 175-mm, a straightness deviation/total measurement path of 0. 75-�m straightness deviation/100-mm middle measurement path of 0.3-�m where all values to DIN ISO 1101 at 20 degrees C, +/- 1 degree C in oscillation-neutral environment, with fathering of 15 upr LSC or 2.5 mm in LSS, 5-rpm or 5-mm/s (0.2""/s) and a standard probe arm with a ball diameter of0.3-mm and tested on a standard using compensation algorithms as minimums. The RT shall have a motor driven measuring path length of325-mm, a perpendicularity X/C-axis (�m) of 1.0-�m, a measuring speed of <0.1 to 8-mm/s, a positioning speed of <0.5 to 25-mm/s and a linear resolution of 0.005-�m as minimums. The RT shall also have a X axis linear scale as a mm1mum. 6. VERTICAL UNIT Z-AXIS: The RT shall have a motor driven measuring path length of 325-mm, a straightness deviation/total measurement path of0.25-�m straightness deviation/100-mm middle measurement path of 0.1-�m where all values to DIN ISO 1101 at 20 degrees C, +/- 1 degree C in oscillation-neutral environment, with fathering of 15-upr LSC or 2.5-mm in LSS, 5-rpm or 5-mm/s (0.2""/s) and a standard probe arm with a ball diameter of0.3-mm and tested on a standard using compensation algorithms as minimums. The RT shall have a motor driven measuring path length of 175-mm, a Parallelism deviation ZIC-axis in tracing direction of 0.3-�,m, a measuring speed of <0.1 to 8-mm/s, a positioning speed of <0.5 to 90-mm/s and a linear resolution of 0.005-�,m as minimums. The RT shall also have a Z axis linear scale as a minimum. 7. INSTRUMENT VOLUME: The RT shall have a C/Z distance - maximum interference radius of 200-mm, a maximum external test radius range of 50 to 125-mm with the work piece maximum length of 900-mm, maximum diameter of 285 mm, with the center of gravity below the middle and a measured external height with T20W /T7W-mm of 365-mm ( 485) as mm1mums. 8. ROUNDESS MEASURING DEVICE C-AXIS: The RT shall have a roundness deviation of0.02 +0.0005-�m+�m/mm measurement radius, axial run-out deviation of .05+0.0002-�m+�m/mm measurement radius both have all values to DIN ISO 1101 at 20 �C � 1 �C in oscillation-neutral environment; a roundness deviation of .02+0.00025-�m+�m/mm measured height and an axial run-out deviation of0.03+0.0001-�m+�m/mm measurement radius both values as maximum deviation from reference circle LSC, filter 15 upr. as minimums. The C-axis shall be a manufactured mechanical form tester c-axis spindle to be used as the primary datum for the instrument to allow for no pneumatic air requirement as a m1mmum. 9. ROUNDNESS TESTER PROBE: The RT shall provide for a T7K inductive motorized programmable gage head with 360 degree swiveling range for infinitely variable measuring positions. Measuring range is +/- 0.5mm (.020"") or +/- 1.0mm (.040"") depending on probe arm used to include a probe arm that is a 60mm x 3.0mm ball.probe type as a minimum. Additionally, the RT shall provide a probe zenith adjustment for precise alignment of the gage head to the workpiece as a minimum. 10. ROUNDNESS TESTER ADDITIONAL PROBE AND MISCELANEOUS ITEMS: The RT shall provide for the following several additional items: a probe arm set for T7W ( 4 probes); a 60 mm probe with 3 mm carbide ball; a 60 mm probe with 1.5 mm carbide ball; a 60 mm probe with interchangeable 3 mm carbide ball; a 70 mm probe with 1 mm ruby ball; a 70 mm probe with two 0.8 mm ruby balls; a 120 mm probe with interchangeable 3 mm carbide ball; a 100mm precision scroll chuck with three reversible jaws for 1.D./O.D. clamping to include a mounting flange for use with MMQ Form testers; a 120 mm probe with 5 mm carbide ball; a probe arm holder and dual-ended with two M2 on each end and no tips; a 150mm diameter eight (8) jaw chuck; a 110mm diameter three (3) jaw chuck; a set of clamping disks 36mm to 232mm diameter; a roundness standard; an optical flat; a 220mm x 80mm cylindrical square; a 360mm x 100mm Cylindrical square; an instrument desk with pneumatic vibration isolation system; an instrument bench with pneumatic vibration isolation system and enclosure; a MMQ400 Calibration Ball for calibration of coordinate system; MarForm piston measurement software; roughness analysis for advanced form software; a piston measurement probe arm set for T7W probe; a probe tip with 5 mm diameter ruby ball with an M2 thread and a 20 mm OAL; a probe tip with 8 mm diameter ruby ball with an M2 thread and a 20 mm OAL; a probe arm set for T7W with 10 micron diamond tip and form tip; a 5 micron diamond surface finish probe NS and a measurement plus license as a minimum. b.� Has your company previously supplied Roundness Testers to the Government?� If so, please provide details of that requirement including Government entity, location, contract number, and point of contact. 4. Production: Does your company have the Roundness Tester on hand, or will you need to produce/order? If on hand, how many can you provide immediately after contract award? If production ramp-up is required, how many months after contract award would it take your company to provide the Roundness Tester? 5. Costs: What is the purchase price of your company�s Roundness Tester?
