- Presolicitation Notice Presolicitation Notice Page 3 of 3 Presolicitation Notice *=Required Field Presolicitation Notice Page 1 of 3 Physicists Survey and Radiation Output verification Eastern Oklahoma VA Health Care System PURPOSE: The Eastern Oklahoma VA Health Care System requires a contract to provide Physicists Survey and Radiation Output verification. The contractor is to provide Physicists testing to include: New machine dose, linearity, reproducibility, and site shielding survey. Annual calibration, testing of Gamma Camera, and annual testing of all Eastern Oklahoma VA healthcare radiation emitting machines from dental systems, RAD, R/F, CT and ECT shall be in accordance with CFR 21. 1020.30 (d)(1), 21 CFR 1020.30-40, Compliance Checklist: Joint Commission s Imaging Standards, Nuclear medicine 20.1101 Radiation protection programs. This includes half value layer, Timer, Reproducibility, Linearity of kV and mA, filaments, x-ray to light field, ion chamber balance, room radiation survey, and ect. These services are to be provide in an efficient and cost-effective manner, supporting the VA mission. Contractor shall furnish all labor, tools, phantoms, and equipment to perform annual inspections, tests, and calibrations according to the specifications listed below. All work is to be documented and performed according to current American Association of Physicists in Medicine, FDA, and American College of Radiology requirements/guidelines. All work will be conducted by or under the auspices of a qualified medical physicist (QMP). A qualified medical physicist (QMP) is a person who is certified by the American Board of Radiology, American Board of Medical Physics, American Board of Health Physics, the Canadian College of Physicists in Medicine, or State Licensure. It is incumbent upon each offeror to thoroughly review the solicitation in its entirety, to include Evaluation Factors, Instructions to Offerors, the PWS etc., and especially before asking questions or submitting an offer. This is a commercial service acquisition under the authority of FAR Part 13, Simplified Acquisition Procedures for Commercial Items. FAR Parts 14 and 15 are not being used. Contract award will be made based on the solicitation that represents the best value to the Government. The Government anticipates award of a Single Award Task Order Contract (SATOC) will be made to one vendor. The Government anticipates one Base Year with five one-year Options. At this time, a Site Visit is not contemplated by the Government. There are significant differences in scope between this requirement and the formerly awarded contract.
