- Special Notice N0016423SNB13 Agency:� Department of the Navy Office:� Naval Sea Systems Command Location:� NSWC Crane Division Classification Code: �AC13 � National Defense R&D Services; Department Of Defense � Military; Experimental Development NAICS Code:� 336419 � Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing Response Due Date:� 28 November 2022 Request for Solutions: HYPERSONICS: CARBON/CARBON NON-PHENOLIC RESIN (S2MARTS) �PURPOSE This Request for Solutions (RFS) is issued to seek innovative solutions for Carbon/Carbon (C/C) Non-Phenolic Resin prototype, as a new approach to C/C production utilizing Non-Phenolic Resin is needed to dramatically increase the nation�s capacity to field offensive and defensive hypersonic systems. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S.C. � 4022.� � BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. � PROJECT OVERVIEW Hypersonic flight environments result in extreme heat loads, which necessitate the use of high-temperature capable Carbon/Carbon (C/C) composites for thermal protection systems (TPS) and hot structures. Unfortunately, C/C manufacturing capability in the United States has atrophied and currently consists of only a few domestic manufacturers with processing bottlenecks resulting in long lead times, high cost, and large variability in quality. Non-Phenolic resin technology has the potential to reduce C/C lead-time and cost, yet provide similar mechanical performance at operational temperatures. In response to this RFS, the Department of Defense is interested in the following technologies: innovative resin chemistries for C/C pre-form manufacturing, alternative densification materials and processing methods, advanced carbonization and graphitization cycles to reduce cycle times, and low cost machining of C/C components.
