- Description
- 2023-DLA_000565 ***Sole Source to Ensign Power Systems (05ZM0)*** Beta.Sam Posting Item Name:DISTRIBUTING SYSTEM NSN: 6150-01-699-8560 Part Number: 9133-01 Min. Ordering Qty: 14 Ea. Max Ordering Qty: 78 Ea. End Item: MD Carrier 1/2 Squad Response Date: 16 NOV 2022 Requirements Description: NSN 6150-01-699-8560 is a 3-Phase controller, energy source, and can work as a voltage regulator. A 3-Phase controller works by having small high-speed switches which turn on and off thousands of times per second with each switch decreasing in voltage. This is to create a stair-step voltage wave which is a way to have Direct current (DC) voltage emulate the curve of an Alternating Current (AC) wave. A voltage regulator ensures that the electronics in the vehicles system to ensure that the electronics are not overcharged, and the alternator is not stressed. This 3-phase controller is used as a generator for the Mission Command variant of the AMPV. When there are multiple vehicles tied into a tent system in close proximity in a command post deployment, there are generators to provide power to vehicles operating without the engine running. The AC source is used if available to reduce the hours/use of generators. Most likely in scenarios when vehicles/command posts are set up for long duration near an urban area. Ensign Power Systems is the only current source that the United States Government (USG) has for a 3-phase controller that is used for the Armored Multi-Purpose Vehicle (AMPV). The USG does not own the Technical Data Package (TDP) for Part Number: 9133-03. Ensign Power Systems is the sole owner of their technical data. The Government does not own proprietary rights to the TDP that would be required to produce a competitive TDP. The above identified supplier has developed, tested and obtained Government approval for this item for application in the AMPV system at their own cost. The Government did not fund their efforts in developing and testing this item. Only Ensign Power has the capability to manufacture the 3-phase controller Assembly, perform failure analysis, develop inspection and acceptance criteria for components, and repair/rebuild and test the Assembly. Installing hardware that has not undergone similar verifications could lead to a failure of the Unit under battlefield conditions and could damage the vehicle, compromise the mission function, and endanger the life of the crew. Please Note: -This notice is not an open solicitation i.e., Invitation for Bid (IFB) or Request for Proposal (RFP). -Technical data is not available for this item. -Qualification testing and evaluation is required to become an approved source. -Source approval does not guarantee business. -Qualifying as an approved source only provides the opportunity to compete on future solicitations.
