Description
This Sources Sought Notice is to seek potential socio-economic concerns who may be able to provide Board Certified/Eligible Diagnostic Medical Physicist services that include Radiation Safety Officer and Deputy Radiation Safety Officer Duties on behalf of the Department of Veterans Affairs.  This market research survey is not a Request for Quotes/Proposals, Proposal Abstracts, or Invitation for Bids. This notice does not guarantee any future procurements/awards with the Department of Veterans Affairs. The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information regarding: (1) the availability and capability of qualified large business sources (2) the availability and capability of qualified small business sources; (3) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concern, (4) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. General Description of Services:  The Contractor shall provide an .75 FTE Radiation safety officer / Deputy Radiation safety officer that includes on-call for phone consultation with the protentional of on-site presence based on the Governments need. Services also include diagnostic testing of all of Northport s imaging equipment. The total estimated number of hours annually is 832. Period of Performance: shall be one (1) base Year, and four (4) one-year options periods if offered by Contracting.  This procurement will be conducted under FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisitions. Qualifications: All Radiation Physicists performing services shall be board certified or board eligible from one of the following boards: American Board of Radiology, American Board of Health Physicists or American Board of Medical Physics, or Canadian College of Physicist in Medicine. Candidate can either be master s Level or PhD. The Proposed Physicist must have minimum qualification requirements in Title 10, Part 35.50, of the Code of Federal Regulations (10 CFR 35). The RSO must also be approved by a permit amendment from the VHA National Health Physics Program (NHPP). Board-eligibility must be maintained throughout the contract period of performance. All continuing education courses required for maintaining certification/eligibility must be always kept up to date. Documentation verifying current licensure and certifications must be provided to ensure adequate licensure and certification state. A minimum of three key personnel will be required to be fully vetted under the procurement to ensure there is no lapse in coverage for the duration of the contract upon award. Radiation Safety Officer and Deputy Radiation Safety Officer Work Hours: The contractor will be needed approximately two days a week during normal business hours Monday thru Friday from 8:00 a.m. to 4:30 p.m. and to be available for telephone phone consultation on an as needed basis during off hours while not on duty, to include emergencies. Diagnostic Testing work will be performed based on the schedule created that adheres to the active equipment on-hand and the frequency of the testing and inspection. A current copy of equipment has been provided so agencies can see the complexity of the equipment. The purpose of this question is due to the short time between remaining of the current contract ending and candidates shall be required to go through a background check who perform the RSO and DRSO duties. Is the agency able to meet the call back time of two hours from recent of emergency notifications? Traffic is taken into consideration based on the region and catchment area. Does the agency have any past experience within the last three years of providing same or similar services for the Dept of VA or any commercial agency?
