Description

This special notice is being issued as a follow on to announcement 75H71322Q00055, sources sought for ISBEE/ISEE vendors that were interested in submitting capabilities statements and interest in being considered in future solicitation for the below referenced services. This announcement was posted on April 06, 2022 to which only one (1) ISBEE/ISEE respondent provided the required documentation. As such the rule of two or more has not been met, while additionally it was determined the ability to obtain and use the specialized interface and systems required to perform the services being sought cannot be accomplished in a reasonably expected timeframe with out duplication of cost and impact to critical patient services across the Portland Area Service Unit Clinics. As prescribed under FAR Part 8.4 the Portland Area office will be utilizing the ordering procedures as outlined for the use of available Federal Supply Schedules. One (1) award will be made to; Quest Diagnostics Incorporated, under FSS Contract V797D-70090; Below is a duplication of the original post and specialized requirements that were to be met in order to be considered for future awards.� The request for Quote has been issued on GSAEBUY under�RFQ1594393. The Portland Area Indian Health Service (PAIHS) Service Units (SU) require contractor support to assist in the provision of reference laboratory and pathology services for the health centers, clinics, and stations in Washington, Oregon, and Idaho. Including non-emergency laboratory testing procedures as needed, and any other laboratory testing as required, when ordered by one of the listed facilities. As well as providing daily courier services (Monday - Friday) to all locations. Contractor will be responsible for providing a bidirectional laboratory interface to the Indian Health Service facilities. The data needs to adhere to the HL7 format that is required by the IHS Lab Package that resides in the Resource Patient Management System (RPMS). The laboratory order and result format must be compatible with current and future versions of the IHS Lab Package. Information should be encrypted or have a dedicated secure line for the integrity of patients and results and reports through a RPMS direct portal. A data retrieval system, in addition to the bidirectional interface, shall be available 24 hours per day/seven days a week (24/7) for clinical laboratory results, including tests in progress. This includes tests returned electronically (interface) with all patient identifiers submitted in the original electronic order and must include the PAIHS facility laboratory's unique accession number; patient gender, date of birth, chart number, and ordering provider. The same patient identifiers must appear on the final printed Contractor laboratory reports. Clinical laboratory results must be retrieved and reported upon telephone request and/or web-based data retrieval via website.
