- Description
- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), Norfolk Office, using the procedures in FAR Part 13, intends to negotiate a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Gulfstream Aerospace Corporation, Mailstop R-4B, PO Box 2206, Savannah GA 31402, for the NOAA Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC). The two (2), one-year ordering period IDIQ will be for full service maintenance support and services for the extensively modified NOAA Gulfstream IV-SP (S/N 1246). � The NOAA/OMAO/AOC owns and operates a Gulfstream IV-SP, S/N 1246 and FAA registration N49RF, for the purpose of high altitude weather research. The primary mission is for tropical cyclone surveillance, research, and reconnaissance during the hurricane season starting 01 June and ending 30 November every year. The aircraft is based at Lakeland Linder Regional Airport in Lakeland, FL, and operates world-wide in tropical as well as Arctic environments. The aircraft was purchased new in 1995 and underwent several scientific and instrumentation modifications to meet NOAA�s mission requirements. The aircraft has a unique configuration and is unlike any commercially available Gulfstream IV-SP. N49RF is currently on the Computerized Aircraft Maintenance Program (CAMP) Plan. The aircraft follows the Operations I and Operations II Maintenance Inspections. NOAA/OMAO/AOC requires Gulfstream Aerospace Corporation to perform required maintenance requirements for its Gulfstream IV-SP (S/N 1246) and additional 24-hour/7-days a week support for unscheduled maintenance and AOG occurrences as stated in the Statement of Work (SOW).� � The North American Industry Classification Code (NAICS) for this acquisition is 488190, Other Support Activities for Air Transportation, with a business size standard of $35.0 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on November 18, 2022. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services at the locations and within the timeframes/schedule specified in the Statement of Work. �The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
