Description
ARCHITECT AND ENGINEERING (AE) SERVICES TO PERFORM SANITARY SEWER AND STORM WATER ASSESSMENT AND UPGRADES AT MAIN CAMPUS FOR NRM (PROJ 672-23-602) TENTATIVE SOLICITATION NUMBER 36C24823R0016 TO CERTIFIED SDVOSB TO SUBMIT THE MOST UPDATED SF 330s BY ADDRESSING THE PROJECT SELECTION CRITERIA AND SCOPE OF WORK (SOW) ATTACHED FOR SUBJECT PROJECT. THE SF 330s SUBMISSION SHALL ADDRESS PART I QUALIFICATIONS DATA AND ATTACHMENTS AND THE SF 330s ARE DUE ON MONDAY, 11/28/2022 @ 04:30 PM ATLANTIC STANDARD TIME (AST). PART II INTERVIEW QUESTIONS WILL BE BY CO INVITATION ONLY AND IT WILL BE ISSUED TO THE FIVE (5) MOST HIGHLY QUALIFIED AE FIRMS MOVING FROM PART I TO PART II EVALUATION PROCESS. The VA Network Contracting Office (NCO) 8 is inviting all certified Service-Disabled Veterans-Owned Small-Business (SDVOSB) to participate on this Architect and Engineering (AE) Services business opportunity to support VA Caribbean Healthcare System (VACHS), 10 Calle Casia, San Juan, PR 00921-3201. All information needed to submit responses is contained in this public notice. THIS IS NOT A REQUEST FOR AE FEE PROPOSAL. CO will be inquiring to all qualified AE offers after the Source Selection Evaluation Board (SSEB) evaluates all interested Architect and Engineering (AE) firms SF 330s responses, written interviews and SSEB ranking of all qualified/capable offers. If you may have questions or concerns related to this public notice or experiencing technical issues downloading documents attached (e.g., Attachment 1 Sources Sought (10 Pages) AE Synopsis and SF330s Submission Instructions , Attachment 2 - AE SOW (10 Pages), and Attachment 3 Limitation of Subcontracting (LOS) Certificate (1 Page) please contact Rey F. The project is subject to Availability of Funds of next Fiscal Year (FY) 2023, in accordance with FAR Subpart 52.232.18 Availability of Funds (APR 1984) and 52.232-19 Availability of Funds for the Next Fiscal Year (APR 1984). For those AE firms moving to the solicitation phase; their offers must include 120 calendars days term of offer acceptance while the Government review, accepts or negotiates the offer among the parties. Those offers not including the 120 calendars days term its will not be considered for future solicitation award process and it will be rejected by the Government. SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) VERIFICATION: For a AE SDVOSB firms to be considered as a prospective AE firm, they must be verified and registered in the Department of Veteran Affairs (DVA) Office of Small & Disadvantaged Business Utilization (OSDBU) Vendor Information Pages (VIP) VETBIZ (www.vip.vetbiz.gov) and registered in the System for Award Management (SAM) database (www.sam.gov) at the date and time the interested AE firm submits their SF 330s with technical qualifications established in this public notice. Is the solely responsibility from the interested AE firm to be verified/certified by the Center for Veterans Enterprise (CVE). Failure of a prospective SDVOSB AE firm to be verified by the Center for Veterans Enterprise (CVE) at the time the SF 330s is submitted shall results in the elimination from the future solicitation competition. The award for this requirement shall not be delayed due to loss of SDVOSB AE firm verification. The SF 330s submitted by non-verified SDVOSB AE firm shall be excluded from the future award consideration. LIMITATIONS ON SUBCONTRACTING (LOS) FORM fully executed is mandatory (See attached LOS form with this public notice): All SDVOSB Completed LOS form certification when the AE Firms submit their updated SF 330 and technical qualifications. By submission of an offer and execution of a contract, the Offeror agrees that in performance of the contract/task order, the concern will perform at least fifty (50) percent of the cost of the contract, not including the cost of materials, with its own employees.
