- Notice of Intent to Sole Source Special Notice: The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting proposals for the construction of a new Logistics Readiness Complex located at Grissom Air Reserve Base (GARB), IN. As part of the construction contract solicitation, USACE intends to include the following sole source requirements: Water Connection and Meter - Peru Utilities is the required provider of the water and sewer utility connection services for the construction of the Logistics Readiness Complex project at Grissom Air Reserve Base (GARB), Indiana. Sensus Omni C2 Meter will be required when working with Peru Utilities. Natural Gas Meter - Roots Meter Series B3 With Solid State Pulser, to connect to Northern Indiana Public Service Company (NIPSCO) as the required provider of the natural gas utility connection services for the construction of the Logistics Readiness Complex project at Grissom Air Reserve Base (GARB), Indiana. This is the only natural gas meter known to be fully compatible with both the technical specifications and the necessary software requirements. Electric Meter - Schneider Powerlogic PM 5560, to connect to the base energy metering system through the building Direct Digital Controls (DDC) for construction of the Logistics Readiness Complex project at Grissom Air Reserve Base (GARB), Indiana. Schneider Powerlogic PM 5560 is the only electric meter known to be fully compatible with both the technical specifications and the necessary software requirements. HVAC Controls System - Use of Struxureware systems, which are primarily comprised of proprietary software developed by Schneider Electric, is necessary to maintain integrity of HVAC control systems to which the new system will be linked. The equipment installed must be compatible with the existing Struxureware system. Fire Monitoring System - Use of Monaco systems, which are primarily comprised of proprietary software developed by MEI and MEI licensed vendors as noted above, is necessary to maintain integrity with the base-wide fire alarm system. Furniture Fixtures & Equipment (FF&E) - Basis of Design - The following manufactures were used for the Government's basis of design, but equal products can be used: Knoll, Sit on it Seating, Kimball, Landscape Forms, Egan Visual, Peter Pepper, Claridge, Alle Designs, Spacesaver, KI, Global Industrial, and Tennesco Corp. All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 1:00 PM Eastern Time on 04 November 2022 to Levi.R.Speth@usace.army.mil THIS IS NOT A REQUEST FOR PROPOSAL
