Description
The Department of Veterans Affairs, Networking Contracting Officer (NCO 01) located in Manchester, NH intends to enter a sole source procurement, pursuant to the authority of FAR 6.301-1, with Trane U.S. Inc., for the following requirement: Introduction Vendor to provide labor and materials to overhaul Chiller Compressor and Refrigerant Circuit Recover all refrigerant per Clean Air Act 608 Perform a refrigerant analysis Remove oil charge from oil sump and remove sample for oil analysis Evacuate all vapor from system and break vacuum to 0 psi using dry nitrogen Dismantle unit Inspect first and second stage vane assemblies Check motor shaft endplay clearance with dial indicator and record Inspect inner oil slinger on restricted bearing end and record Check shaft run out and record Inspect impellers for key-way wear and record Inspect all labyrinth seals and record clearances Replace 1st stage tang operator Replace all bearings Assemble compressor using new manufacturer approved gaskets Confirm free rotation of rotor Replace all flange gaskets or o rings on all liquid flanges with new Trane approved parts. Torque all flange bolts per manufacturer s specifications Replace sight glass if applicable Remove inspection plate and check eliminators for rust and corrosion Replace inspection plate gasket Oil Sump Remove oil sump cover and oil pump and motor assembly Flush oil sump with solvent and thoroughly clean using lint free rags Replace oil sump heater if required Check operation of oil pressure regulator Replace oil strainer cartridge Re-assemble oil sump assembly. Charge with approved oil and operate pump to insure proper operation Motor Motor needs to be removed and new gasket materials applied Check all connection for tightness and proper makeup Check arc-rupturing parts, shunts, and shading poles of AC contactors Check out DC portion of circuit and check for proper operation Check out circuit breaker (if in starter) Check out oil pump starter and operation Check on condition of wiring feeding starter and motor Check for proper wire sizing Change O rings on terminal studs and change terminal board gasket Dry run complete unit with full voltage for proper operation Confirm rotor shaft is within Trane specifications Pressure Test and Evacuation Install blank flange on evaporator side of rupture disc Using dry nitrogen and R-22 trace charge, pressure test unit at 10 psi Thoroughly check entire unit using electronic leak detector Evacuate unit to 500 microns vacuum Allow unit to stand evacuated pressure for minimum of 12 hours and determine if pressure remains constant Charging If refrigerant is not contaminated with oil or acid, recharge into system using standard procedure. Record exact amount of refrigerant charged. Determine if manufacturer s design refrigerant charge specification is met and adjust accordingly Start-up and testing Start unit and perform operating tests to verify that it is functioning in accordance with the original specification. Start-up procedures and testing shall be specified by the Trane Company for the initial start-up after the original installation. A log of all readings shall be kept and submitted to the owner upon completion of testing Period of Performance: 180 days. No options. Place of Performance: 1400 VFW Parkway, West Roxbury, MA 02132 Trane is the only contractor with the capability to perform the required services on the Trane controlled chillers. The VA owned Trane Ensemble system is a proprietary control system and will only have true full compatibility with other Trane Ensemble components, software and personnel. Other contractors are unable to perform this work due to not having access to Trane software and replacement supplies. The NAICS code for this requirement is 561210. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by Thursday, November 3, 2022 at 9 AM EST time. Responses shall be sent to Timothy Felix at timothy.felix@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
