- INTRODUCTION The NAWCAD Digital Networks & Applications (DNA) Department is located at the Naval Air Warfare Center in Patuxent River, MD. The DNA Department is part of the NAWCAD Digital, Analytics, Infrastructure and Technology Advancement (DAiTA) Group. DNA provides Information Technology (IT) and cybersecurity services and products to NAWCAD, Naval Air Systems Command (NAVAIR) headquarters, other Department of the Navy (DON) components, and the Fleet. The DNA Department provides the people, processes, technologies, facilities, skills, knowledge, and abilities necessary to develop, host, operate, and maintain the critical business and engineering IT environments for NAVAIR and NAWCAD programs and activities. NAWCAD DNA delivers enterprise-wide systems that support the community with financial, data analytics, business solutions, science and technology, acquisition, logistics and Research Development Test & Evaluation (RDT&E) information. Cloud computing and related ""X-As-A-Service"" models (Hardware-As-A-Service (HAAS), Capacity-As-A-Service (CAAS), Infrastructure-As-A-Service (IAAS), Platform-As-A-Service (PAAS), and Software-As-A-Service (SAAS)) are increasingly important to NAWCAD.� The need to deliver support to the fleet with increased efficiencies is driving these cloud-based services.� Policies, such as the Navy's ""Cloud First,"" further directs the need to move to cloud services. Whether or not the cloud deployment model is private, commercial, public, or hybrid, NAWCAD is seeking assistance in establishing this operating environment that provides better protection, transport, and reliability for business and services and data. The DNA Department service delivery environment is comprised of a series of interconnected IT systems whose purpose is the integration of information, applications, and processes throughout NAVAIR�s global operations footprint, as well as across Department of Navy (DON) and Department of Defense (DoD) organizational boundaries. IT is a significant enabler of the NAVAIR war-fighter mission. The DNA Department hybrid environment using commercial and private cloud computing capabilities will improve the organization�s ability to ensure the continuity, integrity, and availability of business and data.� The requirements are applicable to both the current on premise environments and the cloud environment.� While a few infrastructures related tasks may be cloud centric, over-all tasking and deliverables are environment independent.� Interoperability between the two environments is anticipated. The DNA Department network transport environments include: Non-Classified Internet Protocol Router Network (NIPR), Secret Internet Protocol Router Network (SIPR), Defense Research and Engineering Network (DREN), Secure Defense Research and Engineering Network, (SDREN), Research Development Test & Evaluation (RDT&E), Defense Information Systems Agency (DISA), and Navy Marine Corps Intranet (NMCI) network services. Ingress and egress from cloud hosted services is performed through a Patuxent River Data Center owned Physical Device Security Stack (PDSS) located at Equinix facilities near the DISA Cloud Access Point. For the purposes of this requirement, based on the number of new requirements, requirement changes, and impacts of work being moved into other recent already competed contracts, the Government considers this a new requirement and not a direct logical follow on.� For historical reference only, the current primary contracts that are supporting similar functions are Contract N0042119D0065 awarded to Resource Management Concepts, Inc. and Contract 47QTCK18D0007 Task Order N0042119F0422 awarded to Smartronix, LLC. The DNA Department and all of its IT Service Area delivery activities are in close cooperation and coordination with the following contracts: Application Integration and Business Intelligence (AIBI) Support Contract N0017819D8547 Task Order N0042121F3002, Enterprise Service Desk (ESD) Support Services Contract N0017819D8356 Task Order N0042121F3004, Base Telephone Office (BTO) Support Services Contract N0042118C0040, Business Operations, Customer Portfolio Management and Horizontal Integration Tasks Contract N0017819D7525 Task Order N0042121F3002 and Cyber Support Services Contract N0042116C0068.� Services are typically accomplished through integrated product or project teams, comprised of Government and Contractor personnel. IT Enterprise Engineering and Operations provides services to over 100,000 customers world-wide. Historically, it has encountered 83 new customers/projects a year with this value increasing exponentially. The IT Enterprise currently supports over 1,300 unique NAVAIR requirement owners across Program Executive Office (PEO)/ Program Management, AIR (PMA), individual projects, laboratories, and other NAVAIR/NAWC organizations.� This spans from embedded single person IT support through complete IT systems architecture development, engineering, infrastructure, deployment, sustainment, administration, data hosting, and system retirement.� A representative software/hardware �back bone� inventory of the Government IT Hosting Environment can be found on Source Sought Attachment 1, Enterprise Environment Information. Attachment 1 does not include the inventory of end user devices. The anticipated Labor Categories, corresponding Bureau of Labor Statistics (BLS) code,� and the estimated first year full time equivalents (FTEs) by skill level are listed in Section 1.2.5, Labor Catergory List, in Attachment 2, Labor Qualifiations.��The Government�s proposed Labor Qualifications language is also included in Attachment 2. This Market Research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The results of the Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist.� Additionally, this sources sought is being used to gather constructive information from industry to improve the request for proposal (RFP).� This opportunity was included in the NAWCAD Industry Day on 12 October 2022. PLACES OF PERFORMANCE�������� �������������� An estimated 85 percent of the work will be performed at the Government site inclusive of situational telework and 15 percent at the Contractor site.� The predominance of the 15 percent performed at the Contractor site is related to IT systems engineering, unclassified systems administrative support functions that can be performed via remote virtual network connections, unclassified systems and training environment development, and end user asset pre-deployment build out and storage.� Contractors performing on-site support will be provided equipment necessary to carry out assigned tasks (examples include but are not limited to: access to workspaces, telephones, printers, facsimile machines, copy machines, shredders, computers, and network access including web servers and applicable databases or other applications). The principal place of performance for Government site is Naval Air Station Patuxent River, MD. Government site(s) outside Patuxent River that may require embedded personnel are anticipated to include the following: Patuxent River remote facilities (St.Inigoes, Solomon�s Island Naval Center, Washington Liaison Office in Arlington VA, and leased spaces within the 30 mile range); China Lake, California; San Diego/North Island, California; Point Mugu, California; Jacksonville, Florida; Orlando, Florida; Pensacola, Florida; Cherry Point, North Carolina; Lakehurst, New Jersey. It is estimated that 75% of work will be performed at NAS Patuxent River and the Patuxent River remote facilities and 10% will be performed at the other Government sites defined above for a total of 85% estimated to be performed at the Government site(s).� Temporary performance may be required at other Government sites via travel. ANTICIPATED CONTRACT INFORMATION Current Contractor and Contracts: NEW REQUIREMENT Anticipated Contract Type: Single Award C-type or Task Order (F-type) with Technical Direction Letters Anticipated Level of Effort: 250-300 FTEs per year Estimated Material / Other Direct Costs: �Approximately $7.5M per year for traditional IT procurements (hardware and software) Estimated Cloud Consumption Costs (also classified as Material / Other Direct Costs) across various providers:� Increases from approximately $17M per year to $66.7M per year Estimated Travel: �$102,000 per year Anticipated Period of Performance Start: 1st QTR FY24 Security Classification: Facility Clearance: TOP SECRET//Sensitive Compartmented Information (SCI) / Safeguarding at the Contractor Facility: None PROPOSED REQUIRED CAPABILITIES This contract requires the Contractor to provide highly qualified IT service providers with the skills and experience to provide enterprise-wide application(s), server, storage, data protection/recovery, voice, video, and data telecommunications support.� In addition, requirements include planning, engineering/design acquiring, provisioning, operating, administering, troubleshooting, repairing and managing all aspects of NAVAIR�s centrally and remotely located IT solutions. The Contractor shall ensure successful ongoing day-to-day service delivery for all Contractor IT Service Area and corresponding Sub-Service Areas as referenced in Attachment 1, Enterprise Environment Information.�These areas are considered network agnostic and includes, but is not limited to, traditional NMCI and corporate/business operations networks, RDT&E network environments, stand-alone environments, on premise and cloud based data hosting environments, and other associated NAVAIR IT enterprise networks and systems. The Offeror shall have the ability to coordinate and execute the acquisition of cloud consumption from at a minimum the following cloud service providers:�Amazon Web Services (AWS) GovCloud IL2, AWS GovCloud IL4,�AWS GovCloud IL5,�AWS GovCloud IL6 and Microsoft Azure. The predominance of the personnel will be classified as Cyber Security Work Force members including a large number of employees that will require �Privileged Access� in accordance with Department of Defense Directive (DoDD) 8140.� Requirement for privileged access includes: One of the following IA certifications: CCNA Security, CySA+ **, GICSP, GSEC, Security+ CE, SSCP and an OS/CE Certification/Qualification, predominantly Microsoft and Linux. Security: All contractor personnel shall have the ability to obtain a SECRET or TOP SECRET security clearance. Individual employees may be required to support SCI requirements at the Government site. �Facility Clearance level of TOP SECRET. All Contractor personnel supporting SCI requirements must obtain a TOP SECRET clearance with a fully adjudicated investigation in accordance with Intelligence Community Directive (ICD) 704 prior to starting any SCI level work. As a further enhancement to security measures, for the protection of classified information, the Contractor agrees to permit necessary polygraph interviews on Contractor personnel having access to National Security Information (NSI) under this contract.� It is understood that the polygraph interview will be limited to counterintelligence (CI) and counterespionage (CE) issues.The Contractor shall have the ability to provide Secured Government Property storage and Government Property Management System at the Contractor site. The Offeror shall have experience architecting and managing Government data networks and systems at multiple levels and multiple caveats of security (CUI, SECRET, TOP SECRET, TOP SECRET//Sensitive Compartmented Information). The Offeror MUST have an adequate accounting system in accordance with FAR 16.301-3(a)(3) in order to be eligible for award of a cost-type contract. The Offeror shall possess a Defense Contract Management Agency (DCMA) approved accounting system in accordance with DFARS clause 252.242-7006. The Offeror shall possess a DCMA approved purchasing system in accordance with DFARS 252.244-7001. ELIGIBILITY The Government is considering the following North American Industry Classification (NAICS) codes for this requirement: 518210 - Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services ($35M), 541513 - Computer Facilities Management Services ($32.5), and 541330 - Engineering Services ($41.5M). The anticipated Product Service Code (PSC) is DC01: IT and Telecom - Data Center Support Services (Labor) or DK01: IT and Telecom - Storage Support Services (Labor).� All businesses, regardless of size, are eligible to reply to this request.� SUBMISSION DETAILS Interested businesses should submit a capabilities statement package demonstrating the ability to perform the services covered under the required capabilities.� Interested businesses shall utilize the response template provided in Attachment 3, Sources Sought Response, in either MS Word or PDF format in 12 point font. The capability statement package submissions must be received no later than 4:30 PM Eastern Standard Time on�14 November 2022.
