- The NAVSUP Fleet Logistics Center, San Diego � Seal Beach detachment (FLCSD) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition for the for Supply Technician services in support of Naval Construction Group ONE�s (NCG-1)Equipment Table of Allowance (TOA) located at Naval Base Ventura County, Ventura, CA.� NCG 1 subordinate unit TOA�s consist of the 30th Naval Construction Regiment (30NCR), six Naval Mobile Construction Battalions (NMCBs), a Construction Battalion Maintenance Unit (CBMU), an Underwater Construction Team (UCT), and various geographically dispersed detachments throughout the United States and the PACOM AOR. Contractor support shall primarily track and report the TOA readiness of Naval Construction Force (NCF) Pacific units, and assists in developing and exploring new Readiness Cost Reporting Program System (RCRP) and Defense Property Accountability System (DPAS) reporting tools in support of all NCG 1 operations relating to unit Table of Allowances (TOA) readiness.� RCRP/DPAS is NECC�s near real time web based Readiness system which establishes capabilities based, adaptive, reporting system by using a common lexicon of mission essential tasks lists (METLs) or similar indicators for all assigned missions. RCRP/DPAS collects data on the readiness of NECC forces and support organizations performing missions.� The work will include interfacing with the Readiness and Cost Reporting Program (RCRP) and Defense Property Accountability System (DPAS) systems which provide the Navy Expeditionary Combat Enterprise (NECE) with a standardized analytical tool to feed readiness data into the Defense Readiness Reporting System-Navy (DRRS-N) which is the Navy�s primary Readiness reporting system.� Contractor support is required to act as a liaison with the Equipment Pillar Managers and commodity managers from all subordinate units as and the NECC Equipment Pillar Manager and NCG 1 commodity managers as well as with his/her counterpart at NCG 2.� FLCSD anticipates soliciting and awarding a single Firm Fixed Price contract for the required services to commence around 19 November 2022. The period of performance will be for approximately nine-months with an additional one-year option period.� Similar work is currently being provided under contract N00244-19-P-0371 which is active until 30 September 2023 and includes an additional option year.� Services under the proposed effort will work in tandem with the (2) FTE�s performing on site.� This requirement will include data input into DPAS as well as RCRP, whereas the current contract currently only includes data input for RCRP.� In response to this sources sought synopsis, provide; your CAGE a point of contact to include a phone and email address, and whether your company is large, small, disabled vet, woman owned, SDB, or hub zone. *Please include any GSA, Seaport or other multiple award contracts you may currently hold.� Interested parties are allowed to submit a capabilities statement which does not exceed 5 single spaced pages/times new roman font/12 pt.� Capabilities shall include a clear demonstration of successful performance in the same or similar skills and expertise areas as well as the contractor�s resources in cleared personnel, and intellectual property, if applicable. It is a market research tool being utilized to determine the availability and adequacy of potential competitive sources prior to issuing a Request for Proposal (RFP). The Government is not obligated to and will not pay for information received as a result of this synopsis. A draft statement of work is attached.
