- This notice provides a clarification to Amendment 1 to the Prospectus and response to questions regarding the solicitation for proposals for the award of up to sixteen (16) Concession Contracts to provide Guided Multi-day Interpretive Whitewater River Trips within Grand Canyon National Park, Glen Canyon National Recreation Area, and Lake Mead National Recreation Area. The effective date of each concession contract in this solicitation is January 1, 2024. The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contracts. The Prospectus and its amendments will be available at https://www.nps.gov/subjects/concessions/prospectuses.htm. The memorandum providing the clarification to Amendment 1 Regarding the Prospectus for Solicitation CC-GRCAXXX-24 is also attached to this notice.� Preferred Offeror The Director, pursuant to the terms of 36 C.F.R. Part 51, has determined all of the contracts described in this Prospectus are qualified contracts as outfitter and guide contracts; therefore, all of the Existing Concessioners are preferred offerors for the new contracts. If an Existing Concessioner submits a responsive proposal and that proposal is not selected as the best proposal, the preferred offeror designation allows it to match the terms of the best offer. Notice of Intent to Propose Anyone who plans to submit a proposal in response to this solicitation, including the Existing Concessioner, must notify Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on November 1, 2022. The NPS will not accept proposals from entities that do not provide notice on or before that date. Submission of a Proposal In order to be evaluated and considered for award of a Concession Contract, the Proposal, including that of the Existing Concessioner, must be received by the Commercial Services Program Lead, Interior Regions 6, 7, & 8, National Park Service by 4:00 p.m. Mountain Time on November 28, 2022. �See Prospectus Part II Proposal Instructions for details on how and to whom to submit a proposal. Notifications about this Prospectus To receive notifications about this Prospectus, please provide via email to Jennifer Parker, Commercial Services Program Lead, at Jennifer_Parker@nps.gov your name, company name, email address, and phone number. The contact list already includes the Existing Concessioner. The NPS will post all additional information specific to the Prospectus on Sam.gov and notify interested parties via email. The Service will not conduct a site visit. Offerors are encouraged to visit the area to become familiar with physical conditions and limitations involved and become acquainted with the details requisite to operating the Draft Contract services.
