- Description
- The National Institute on Aging (NIA), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) intends to re-compete requirements currently being performed by Charles River Laboratories under NIA Contract HHSN271201700004I. This procurement is being competed under full and open competitive procedures in accordance with Federal Acquisition Regulation (FAR) part 15. The NAICS Code is 112990. It is anticipated that a single indefinite delivery/indefinite quantity type contract will be awarded for a 10-year ordering period beginning on or about September 2023, with an anticipated level of effort of approximately 1 FTE in year 1, 3 FTEs in year 2, 10 FTEs in year 3, 15 FTEs in year 4, 19 FTEs in each of years 5-7, 14 FTEs in year 8, 10 FTEs year 9, and 6 FTEs in year 10. This contract is proposed to develop, maintain and distribute a standing colony of aged, genetically defined laboratory rats for use by investigators in studies of aging.� This colony is to be developed and maintained within controlled and defined barrier environments where animals are monitored and characterized for disease status and markers of genetic purity. Background Current and projected experiments using rodents to model the aging processes and age-related diseases in humans require animals of defined genotype and controlled environmental and health status. Only with the meticulous, long-term control of genetic and environmental variables is it possible to maintain relevant animal models that may be used to study many of the biological and behavioral processes in aging. Therefore, a continuous supply of genetically defined, well characterized inbred and hybrid laboratory animals is essential for a program of research on aging. In 2017, the National Institute on Aging (NIA) awarded a 10-year contract for the development and maintenance of a colony of aged F344, Brown Norway (BN) and F344xBN F1 hybrid rats. The Statement of Work for that contract, HHSN271201700004I, stated that another 10-year contract for continuation of each project would be awarded at the start of the seventh year of that contract. This RFP is for development of a new contract that will cover the three strains of rats, F344, BN, and F344xBN F1. Project requirements: Refer to the attached Statement of Work. Anticipated period of performance:�� 10-year ordering period beginning on or about September 30, 2023. Task orders may be issued in accordance with availability of NIH appropriations. Other Important Information: This is not a Solicitation and the Government is not committed to award a contract pursuant to this announcement. The proposed acquisition was previously publicized under small business sources sought notice 75N95021R00108. The solicitation will be available on SAM.Gov on or about December 2022.
