- This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable GSA offerors in the marketplace with the knowledge, skills, interest, and capability to perform the tasks as described in the attached draft Statement of Work (SOW). This market survey is to determine if the required services are viable in the marketplace, whether GSA schedule holders are willing to participate, and can small businesses perform the tasks as described in the draft Statement of Work (SOW). The United States Environmental Protection Agency has a need for a contractor to provide enforcement, information evaluation, legal, analytical, and technical activities to be performed by prospective contractors to support the U.S. Environmental Protection Agency (EPA) Office of Site Remediation Enforcement (OSRE) in enforcing the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, a.k.a. Superfund). The EPA plans to issue a five (5) year Firm Fixed Price (FFP) GSA Task Order. All interested and capable qualified offerors are encouraged to reply to this market survey. Please discuss any questions/concerns you identify in the draft SOW. NARRATIVES SHALL BE NO LONGER THAN 10 TOTAL PAGES; information such as brochures and other industry information is not included in the 10-page limitation. Please include the following information in your response/narrative: (1) Company name, address, point of contact information, and GSA Contract Number; (2) Identification and verification of the company's business status (i.e. Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business); (3) A narrative regarding a thorough review of the draft SOW and any questions/concerns that need to be addressed/discussed; (4) A narrative regarding additional suggestions to improve the draft SOW to meet overall agency needs and services. A significant portion of the enforcement work will address PFAS contamination caused by major PFAS manufacturers, therefore, any firm that manufactures PFAS chemicals will be excluded from consideration for this opportunity.
