- This announcement constitutes a Source Sought Synopsis. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation.� The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective offerors for a potential fiscal year (FY) 2024 award of the aforementioned project.� The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors.� The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of a Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The Jacksonville District of the US Army Corps of Engineers is seeking interested offerors for a project that consists of the following: Project Description: The 2C3 Upper Margarita Channel Project is a proposed 30-foot-wide concrete u-frame channel which begins at the 2C1 Stilling Basin located at the west end of the Lower Margarita Channel. It turns southward under the De Diego Expressway Bridge (PR22) and then extends southwesterly between Kennedy Avenue/De Diego Expressway and the Mario Julio Industrial Park. The proposed channel improvements terminate just north of the Caparra Interchange above the San Patricio Shopping Center where it ties into an existing trapezoidal concrete lined channel. The 2C2 Sewer Line Relocation Project is needed to lower the existing elliptical concrete Matadero Trunk Line (Approx. Sta. 66+29) by constructing an inverted siphon. The sewer will be diverted just upstream of a manhole at the NW corner of the Almacenes Matadero S.E. Corporation Parking lot into the siphon headbox. From there it will pass under the channel to the tailbox on the north side of the Margarita Channel, and then reconnect to the existing line. The tailbox will be located between the Margarita Channel and the PR-2 on-ramp to PR-22. The work includes the following: Construction of a 3,678-foot long, 30-foot-wide reinforced concrete, U-shaped channel generally located within an existing earthen channel that is actively conveying water. At the upstream end, the channel ties into an existing trapezoidal-shaped concrete channel. At the downstream end, the channel ties into an existing U-shaped channel constructed as part of an earlier contract. A portion of the channel lies below the existing De Diego (Highway 22) Bridge. Channel foundation improvements including mass soil mixing to improve soil strength. Construction of the San Patricio Creek inlet structure. Replacement of an existing 30-inch x 19-inch elliptical sanitary sewer with three 18-inch sewer pipes. Installation of temporary structures to retain earth, support excavations, divert and convey water, and protect existing structures. Relocation and temporary protection of existing overhead electrical power and telecommunication utilities. The Estimated Magnitude of construction is between $100,000,000 and $250,000,000. The project will have an estimated period of performance of 1,635 calendar days after receipt of the Notice to Proceed (NTP).� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $39.5 million. Anticipated solicitation issuance date is on or about 19 October 2023.
