- This is a JUSTIFICATION FOR SOLE SOURCE PROCUREMENT (OPEN MARKET OR GSA)UNDER $250,000.��In accordance with FAR 13.106-1(b)(1), �only one source [is] reasonably available� which states that, �For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).� The Technology, and Analytics Task Force of CDC's COVID-19 response met with nearly 20 external entities with electronic healthcare data and conducted a scan of available data sources that could be used to conduct robust, timely analyses and studies related to COVID-19 to inform CDC's public health response in 2020. To meet the agency's COVID-19 response needs, CDC sought to obtain regular and timely access to comprehensive, individual-level, longitudinal data on COVID-19 patients from a large, geographically diverse subset of U.S. hospitals. After months of review and evaluation, it was determined that no other reasonable alternative data source exists that meets the agency requirements. To confirm the utility and feasibility of the Premier Healthcare Database, CDC data analysts evaluated a data extract of all 2019-2020 patient data and it was determined that the database will meet the COVID-19 response needs and provide a unique benefit.� An award was made for the original data extracts and licenses under Notice�00HCBCD9-2020-48717. There is a need for additional data extracts and training under this notice.��The Premier Healthcare Database is the only known product in the market place which will meet this specific acquisition needs by providing more recent data on COVID-19 hospital related data.� Premier Healthcare Solutions, Inc. is a healthcare improvement organization with an affiliation that includes over 850 U.S. hospitals and more than 130,000 other provider organizations. Premier has created one of the most comprehensive databases of actionable data, clinical best practices and efficiency improvement strategies. The Premier Healthcare Database, currently contains data from more than 639 million patient encounters, or one in every five hospital discharges in the nation. �This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within fifteen (15) days of this posting, in accordance with FAR 5.203 (A)(1). If no affirmative responses are received within fifteen (15) days, negotiations will be conducted with�Premier�as the only source and a contract will be issued without any additional notices being posted. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement for these services and/or supplies in the future. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the Contracting Officer. This is a notice of intent and is not a request for competitive quotes or proposals.� No solicitation is available.� Firms that believe they can meet the requirement are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Specialist within fifteen (15) days of publication of this notice by November 7, 2022 at 12:00 p.m EST.� All information received within fifteen (15) days of publication of this synopsis will be considered by the Government to determine if�more than one firm can meet the Government's requirements and is capable of providing technically acceptable services. �Responses to this posting must be submitted in writing via e-mail only.
