- 1.0 Purpose of Request for Information THIS IS A REQUEST FOR INFORMATION (RFI) II. This RFI provides notification of an upcoming procurement and to determine the level of interest in this requirement. DHS/ICE Homeland Security Investigations (HSI) Student Exchange Visitor Program (SEVP) intends to identify sources that can provide I-901 Fee System in accordance with the attached Draft Performance Work Statement.� For information purposes only, previous RFI#I901RFI8JUNEE2022. Responses to this RFI will be used to identify potential sources and set asides for specific small business classifications. Therefore, while not responding to this RFI does not directly preclude a vendor from participating in a future solicitation, not responding to this RFI could impact procurement decisions that affect a vendor�s ability to participate in a future solicitation as a prime. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, ICE will not accept unsolicited proposals. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this requirement. All submissions become Government property and will not be returned. 2.0 Background The Student and Exchange Visitor Program (SEVP) is required to collect information relating to nonimmigrant foreign Students and Exchange Visitor Program participants during the course of their stay in the United States so that only legitimate foreign students or exchange visitors gain entry to the United States. SEVP requires the students and exchange visitors to register with SEVP through the submittal of Form I-901, along with the required fee, to the Financial Management Service (FMS), a bureau of the U.S. Department of the Treasury, via lockbox or the I-901 Fee website.� Approved Exchange Visitor Sponsoring Organizations also may submit Forms I-901 to Immigration and Customs Enforcement (ICE) on behalf of multiple students and exchange visitors via bulk filing process through the I-901 Fee website. The incumbent contractor is US Bancorp. under contract 70CTD018C00000001. It is SEVP�s intention to secure a contract with a vendor that has the capabilities to maintain the current level of interaction with all stakeholders (internal and external to the government) in accordance to include all ICE system regulations and Federal Banking Regulations. Being a fully Fee Funded organization, it is critical that fee collection processes are available 24 hours 7 days a week for 365 days. 3.0 Submission of Company�s Qualifications and Experience Interested parties are requested to respond to this RFI with a submission of the company�s qualifications and experience. Responses must be submitted in size 12 Times New Roman font with single spacing and 1� margins. The white paper shall include the following: 4.1 Cover page (maximum 2 pages) At a minimum, interested parties shall provide and include the following:� Company Information and Point of Contact (POC) Company Name POC Name and Contact Information (phone number and email address) SAM UEI number Business Size, to include any socio-economic status Overview of Company History Company Mailing Address Website Address 4.2 White paper (maximum 5 pages) 1. Describe briefly with enough information, a current and/or past contract example in the last 3 years providing same or similar service to each task area (1-9) listed in the attached draft PWS. Please include the contract/task order number, Agency or Company, period of performance, annual and total value,� the prime and/or subcontractor, customer agency or contract point of contact. �� 2. Briefly provide your technical capabilities to meet the key components of the task areas (1-9) outlined in the attached draft PWS, to include any proposed products. 3. Please provide your estimated timeline to transition from the incumbent contractor to your company, if applicable. 4. Describe if your company is able to provide any subcontracting opportunities and/or planned partnering for this requirement. 5. Please provide any questions/statements under attachment 2 for government consideration. 5.0������ Submission Instructions Responses shall be received via e-mail as one electronic submission in Adobe PDF format with the subject line �for RFI #�I-901-10-20-2022.� Submissions must be received no later than Monday, November 7, 2022, at 10:00 AM (EST) and submitted only to Christopher.L.Jackson@ice.dhs.gov. Early submissions are encouraged. ICE reserves the right to review late submissions but makes no guarantee to the order of, or possibility for, this review.
