- Description
- The Navajo Area Indian Health Service, Division of Facilities Management and Engineering intends to award a non-competitive, sole source purchase order to Proposed Contractor, Rock Gap Engineering, LLC, 6759 Academy Rd. NE, Albuquerque, NM 87109.� The Proposed Contractor shall provide Construction Contract Administration (CCA) services for construction services to be performed on the Many Farms Dental Clinic and OEHE Office Facility, which is located in Many Farms, AZ, and is currently experiencing various structural problems associated with concrete foundation movement resulting in cracking in the flooring, separation of wall panels and suspended ceiling panels and cracking of interior walls.� The CCA services will assist the Government in insuring full compliance with the construction Scope of Work.� Construction will be provided by a separate general contractor. Authority cited 41 U.S.C. 3304(a)(1), FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. � � The Proposed Contractor is the only organization uniquely qualified to provide the required services, for they are the initial building Designers of Record and provided two (2) comprehensive structural field assessments.� The Proposed Contractor, Rock Gap Engineering, LLC, based in Albuquerque, NM, is the Engineer/A-E of record for the Design of the Many Farms Dental and OEHE Office Building that was completed in 2012. The facility has recently experienced structural problems that has resulted in interior separations in the wall and floor. Rock Gap Engineering, LLC, at the request of IHS, recently visited the facility on February 06, 2020 to conduct an assessment on the problems and issued a report that outlined the probable cause and repair recommendations. Rock Gap Engineering, LLC, also made a second visit to the project site to develop an assessment and evaluation identifying items that require repairs and issued the final report dated April 08, 2022. With these findings, the IHS now requires a Construction Contract Administration (CCA) contract to assist the Government in insuring full compliance of the Scope of Work that will be conducted by a separate general contractor. Although there may be other A/E that can perform this work, it would prove beneficial to the government to retain RGE for this project by virtue of their past involvement on this facility and previous assessment work. � This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� If no affirmative written response is received by November 4, 2022, 5:00PM MST, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.� Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
