- THIS IS A SOURCES SOUGHT NOTICE ONLY Solicitation: 36C25223B0003 Project: 585-21-116 Replace Chiller Plant Phase 2 Place of Performance: Oscar G. Johnson VA Medical Center 325 East H. Street Iron Mountain, MI 49801-4760 PART 1 - General Description: The purpose of this notice is to obtain information on the interests, capabilities, and qualifications of multiple types of small business firms to determine if a set-aside is appropriate. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Proposals are NOT being requested or accepted at this time. The Department of Veterans Affairs, Great Lakes Acquisition Center, requests letters of interest, with detailed construction background, from the following types of specialized construction small businesses firms interested in performing construction work at the Oscar G. Johnson VA Medical Center: Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), 8(a) Businesses, HUBZone Businesses, and Small Businesses (SB) This project is classified under NAICS Code: 238220 Plumbing, Heating and Air Conditioning with a small-business size limit of $16.5 Million. Should the contract be set-aside for CVE-verified SBVOSBs, in accordance with VAAR 852.219-10(d)(4) (4), in the case of a contract for specialized construction, it [the prime contractor] will NOT pay more than 50% of the amount paid by the government to it to firms that not VIP-listed SDVSOBs. (5) Any work that a VIP-listed SDVSOB subcontractor further subcontracts will count towards the percent of subcontract amount that cannot be exceeded. For supply or construction contracts, cost of materials is excluded and not considered to be subcontracted. PART 2 - SCOPE OF WORK OVERVIEW: 585-21-116 Replace Chiller Plant Phase 2 will replace three (3) of the existing 250-ton chillers to account for future cooling demand and N+1 redundancy plus design a chiller sized for spring/fall operation with the ability to run in low ambient air temperature conditions. Phase 2 will also include eliminating electrical panel X-Chill and refeeding all circuits from Building 11. In addition, the Building Automation System will be upgraded on the chillers to allow for more reliable alarm reporting, allow chillers to control pump operation to reduce winter nuisance alarms, connect existing AHU Belimo Energy Valves to our network and program each valve, and upgrade plant to a Variable Primary Flow System. Lastly, the facility intends to remove the heat recovery chiller in the subbasement including all piping, pumps, and electrical. The 4 HW piping connecting the chiller to the heat exchanger in 6122A shall be capped and abandon in place. PART 3 - PERIOD OF PERFORMANCE: Complete all work including submittals, reviews, quality assurance, and closeout no later than 300 calendar-days from the Notice to Proceed (NTP) as shown below. Contractor must plan accordingly to maintain the contractual period of performance. This schedule includes submittals, submittal reviews, material lead-time, installation, testing and balancing, punchlist inspections/ corrective action, training and standard closeout. Include specific details as to how SDVOSBs will fulfill the 50%. Documentation relating to capability of performance. Provide two (2) examples of projects similar in scope, complexity, and cost magnitude of project description above. Letter from the surety regarding the maximum bonding capability for a single contract action as well as the total aggregate bonding capacity. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
