Description
Notice of Intent The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 16.5 to Diagnostica Stago Inc. of 5 Century Drive Suite 1 Parsippany, NJ 07504-4607 44106-1712 for the delivery of the described requirement in support of the Naval Medical Research Unit San ANTONIO (NAMRU-SA), The requirement is for research in hemorrhagic shock and resuscitation research. Part of this research requires the ability to evaluate the intrinsic and extrinsic coagulation status of research subjects prior to and following hemorrhage and hemorrhagic shock support for NAMRU-SA. This acquisition is for reagents and supplies which have been validated for hemostasis and coagulation analysis on the STA Compact Max analyzer. Utilizing the products specifically manufactured by Diagnostica Stago is required to meet this need as research efforts utilizing the same animal species and research injury model is ongoing. To utilize historical data, the same manufacturer�s analyzer specific reagents and disposable supplies will assist in maintaining continuity of results to ensure the overall integrity of the current and ongoing NAMRU-SA research mission. Use of another material would void the use of any achieved outcomes for future research related to these protocols. The contractor must be able to provide for the delivery per period of performance of up to 6 STA PTT-A, 12 STA Liatest D-di, 12 STA Stachrom AT III, 6 STA Neoplastin CI +10, 6 STA Fibrinogen 5, 12 STA Liatest VWF:AG, 10 STA Deficient II, 10 STA Deficient V, 10 STA Deficient VII, 10 STA Deficient VIII, 10 STA Deficient IX, 10 STA Deficient X, 10 STA Deficient XII, 6 STA CaCL2 0.025M, 5 STA Owren Koller, 5 STA VWF:AG Calibrator, 5 STA Liatest Control N+P, 6 STA Unicalibrator, 8 STA System Control N+P, 16 STA Desorb U, 4 STA Cleaner Solution, 5 STA Mini Reducer, 5 STA Maxi Reducer, 5 Microcontainer, 5 Microcups, 6 STA Cuvette, 6 STA Stachrom Plasminogen, 6 Plasminogen Activator Inhibitor, 6 STA Clot VIIa, 6 STA Liatest Fibrin Monomer, 6 Factor XIII, 6 Protein C Clot, 6 STAChrom Protein C, 6 Free Protein S, 6 STA Fibrin Monomer Calibrator, 6 STA Fibrin Monomer Control, 6 K-Assay XIII Calibrator, 6 K-Assay Factor XIII Control, and up to $10,000 in shipping costs per period of performance. The period of performance for this agreement is anticipated to be a base period of 12 months, followed by four 12-month option periods for a total of 60 months. NAICS Code: 339112 - Surgical and Medical Instrument Manufacturing. The small business size standard, for NAICS Code 339112, is 1,000 employees. There are no set aside restrictions for this requirement.� This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 11:00 AM Eastern Time, 01 November 2022.
