Description
DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) INTENT TO SOLE SOURCE The Department of Veterans Affairs Network Contracting Office (NCO) 6, at 100 Emancipation Dr., Hampton, VA intends to enter into a sole source procurement in support of the Fayetteville Veterans Affairs Medical Center (VAMC) and Outpatient Clinic with Pro-Aim Americas LLC to perform Carl Zeiss Preventative Maintenance equipment. SCOPE OF WORK Scope of work includes preventative & unscheduled maintenance to maintain device functionality to OEM normal operating specifications for the Fayetteville Health Care Center and Clinic. Services to include all OEM-recommended PM services and remedial repair parts. All necessary FSE labor and travel for PMs and repairs included. All necessary FSE labor and travel to be for the repair of all systems listed in the contract. All necessary software updates and patches required to maintain the equipment to OEM normal operating specifications furnished at no cost. Included in the scope of work is unlimited technical and clinical telephone support from OEM-trained specialist. The contractor shall perform Preventive Maintenance Inspection (PMI) service to ensure that equipment listed in the schedule performs OEM Standards. The contractor shall make thorough technical inspections of the equipment covered in the Schedule. Within ten (10) days after the award of the contract, the contractor shall submit a schedule of PMIs and a PMI checklist describing in detail the scheduled maintenance procedures for inspecting each piece of equipment listed. This checklist is subject to the approval of the Contracting Officer s Technical Representative (COTR). The contractor shall provide and utilize these procedures and checklists with worksheet originals indicating the work performed and actual values obtained (as applicable) provided to the Contracting Officer s Technical Representative (COTR) at the completion of the PM. NAICS 811219 and the associated size standard of $20.5 million is applicable to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. This notice of intent is not a request for quotation. Interested parties may identify their interest in the requirement and capabilities to Deshaura.adams@va.gov no later than 2:00 PM EST, 10/25/2022. Telephone inquiries will not be accepted. All information shall be furnished at no cost or obligation to the government. (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical/technical supplies, medical/technical equipment and/or services contracts for maintenance of medical/technical equipment (i.e. replacement parts) for VA Medical Centers. No remanufacture or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical/technical supplies, medical/technical equipment and/or services contracts for maintenance of medical/technical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical/technical supplies, medical/technical equipment and/or services contracts for maintenance of medical/technical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to complete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
