Description
The National Aeronautics and Space Administration (NASA), Johnson Space Space Center (JSC) plans to issue a Request for Proposal (RFP) for the Integrated Mission Operations Contract III (IMOC III) to acquire critical Plan, Train, Fly (PTF) mission support services, operational expertise, and related services for JSC�s Flight Operations Directorate (FOD). The contractor shall provide support and products for spaceflight operations capability development and execution for FOD, the NASA Headquarters Exploration Systems Development Mission Directorate and the Space Operations Mission Directorate, and the International Space Station Program, Avionics and Software Office, as well as current and future NASA strategic initiatives�� Support includes mission preparation (Plan), crew, flight controller, instructor, and analyst training (Train), and real-time mission execution (Fly) activities related to International Space Station operations, commercialization of Low Earth Orbit, and other new initiatives. This contract is essential to ensuring successful completion of ISS nominal operations and transition, enabling the growth of Commercial Low Earth Orbit (Comm LEO), and expanding human exploration with operations leadership to the Artemis campaign.��� Operations capability development support is required from the contractor as NASA defines operations requirements associated with the emerging options for the exploration initiatives and potential new programs, including but not limited to the Artemis Campaign, the Human Research Program, Advanced Exploration Systems, Commercial Crew and Cargo, Comm LEO, advanced technology and research, and any other current and future NASA strategic initiatives.�Services to be provided under IMOC III include those support services as directed by the Government for the definition of processes and requirements, training and certification requirements, and mission execution direction including authorizing the course of action to resolve anomalies.�� IMOC III support is provided for mission preparation, training, execution, and integration of those activities with spaceflight stakeholders including NASA Programs, other NASA organizations and Centers, and NASA partners as directed by the Government. This support extends to new capability development and other non-mission specific programmatic support tasks as directed by the Government.� The Government does not intend to acquire a commercial item using FAR Part 12.����� The NAICS Code and Size Standard are 541715 and 1,000 employees, respectively.� The anticipated release date of the RFP is on or about November 1, 2022 with an anticipated offer due date of on or about December 12, 2022.� All responsible sources may submit an offer which shall be considered by the agency.� A Top Secret/Sensitive Compartmented Information (SCI) facilities clearance is required at proposal submission for this acquisition in accordance with the DD Form 254, Contract Security Classification Specification. For proposals submitted as joint ventures, the joint venture itself or the individual partner(s) to the joint venture that will perform the necessary security work must have a facility security clearance.� NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html�� If a solicitation is released, then it and any additional documents will be available on www.Sam.gov.� It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any).� Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).��� Prospective offerors are encouraged to notify this office of their intent to submit an offer.
