Description
Notice of Intent to award as a sole source requirement for the short term (no greater than 6-months) continuing provision of COVID-19 Vaccination Services, to AMI EXPEDITIONARY HEALTH CARE USA, for the U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection, to various locations across the Southwest Border Area of Operations. This proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 � Only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Customs and Border Protection has a requirement for COVID-19 vaccination services to non-citizen personnel (child and adult) at designated locations across the southern border of the United States, from California to Texas. This notice of intent is not a request for competitive proposals. It was expected that long-term solutions from both DHS and CBP, under separate actions, would be in place prior to the end of the AMI contract, so that services could transition to one or both new contracts. However, performance of the CBP contract is currently stayed pending resolution of GAO protests B-420959.2, B-420959.3 and B420959.4, expected by January 23, 2023; and the DHS contract has been delayed while still in the solicitation and source selection phase, with no deadline for award availability at this time. However, the vaccination services are still required, therefore the most viable and reasonable solution for the government is to continue with AMI until both actions can be finalized. �However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for other follow-on long-term competitive solicitations for the same requirements. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Any vendors who believe they can provide the services and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of Frank S. Duarte, Contracting Officer (CO), at frank.s.duarte@cbp.dhs.gov, by October 25, 2022. Information received will normally be considered solely for determining future strategies to utilize for any potential additional competitive procurement in the future. �The Government shall not be responsible for costs in the preparation of responses to this announcement.
