- In accordance with Federal Acquisition Regulation (FAR) 52.215-3, �Request for Information or Solicitation for Planning Purposes�. This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. �No proposals are being requested or accepted with this synopsis.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), and Economically Disadvantaged Women Owned Small Business (EDWOSB) to compete and perform service under a contract.� The type of solicitation and contract to be issued will depend upon the responses to this sources sought synopsis. The vendor must be capable of furnishing all labor, supervision, tools, materials; equipment and transportation to perform Construction Quality Assurance (QA) Inspection services for the U.S. Army Corps of Engineers (USACE), Vicksburg District. The contractor shall furnish Construction QA Inspection Services, as necessary, within the limits of the U.S. Army Engineer, Vicksburg, Corps of Engineers.� The work to be performed on orders issued by the Contracting Officer under this contract shall consist of furnishing all services, materials, plant, labor, and equipment (except that specified to be Government-furnished) required to perform the ordered work.� The contractor shall perform all quality assurance inspections and related services in accordance with orders issued by the Contracting Officer.� The type of jobs on which quality assurance inspection shall be required will include, but not limited to levees, channels, weirs, drainage structures, concrete mat casting, stone dikes, revetments, bank stabilization, recreation areas, and building construction.� The type of quality assurance inspection that will be required will include clearing and grubbing, excavation, embankment and backfill, stone placement, concrete, structural, mechanical, electrical, paving, building construction, general inspection, and testing.� The Supervisory Construction Representative and Inspectors will be responsible for seeing that all phases of the contract are performed and completed in accordance with the terms of the contract, including Construction Quality Control and Safety.� The role of the Supervisory QA Representative and Inspectors will be to make recommendations as to whether the work is acceptable based on the contract requirements.� All observations made by the Supervisory QA Representative and the Inspectors will be documented on the Inspector�s Quality Assurance Report.� At the discretion of the Government, the report may be required to be prepared manually using, ENG Form 2538-2-R, May 94 or electronically using the Resident Management System (RMS).� The requirement will be an Indefinite Delivery Type (IDT) Contract outlined in FAR Part 36 Construction and Architect-Engineer Contracts. Procedures North American Industrial Classification System (NAICS) Code applicable to this sources sought is 541330, Engineering Services.� The Small Business Size Standard for this sources sought is $22.5 million. Interested companies responding to this sources sought should include the following information: 1. Company name, address, phone number, email, DUNS number, CAGE Code, point of contact (POC) name, as well as business category (small businesses or other than small to include subsets). 2. Information describing the company�s capability to perform and past performance.� Provide specific capabilities on relevant work the same or similar in size and complexity.� Include contract number, contract description, dollar value and a customer point of contact, telephone number and email address.� Identify whether your firm was a prime vendor or subcontractor. 3. Provide company business size based on NAICS code 541330. Also, provide business type ((i.e., Small Business or Other than Small) and all applicable socio-economic category information (Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.)). 4. Provide a Statement of Interest in the project. 5. A narrative statement demonstrating your firm's capability and experience in providing QA Inspection services of a similar nature as described above. Your response should include the following information: details of similar contracts/projects (within the past 5 years) to include contract number, dates of service, project references (including owner with phone number and email address), size and scope of contract/project. Narratives should be no longer than THREE PAGES on an 8 � x 11"" size paper and no less than 11 point font. It is requested that interested contractors submit a response (electronic submission) of no more than 5 single sided pages that addresses the above information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted. Responses to this notice are due NO LATER THAN 2:00 p.m., Central, 28 OCTOBER 2022, via email to the primary point of contact listed Amy.L.Starks@usace.army.mil. No phone calls will be accepted.
