- Sources Sought Notice for Sole Source Market Research for the Cyber & Engineering Academic Center (CEAC), United States Military Academy, West Point, New York 1. The New York District has solicited and awarded a design-bid-build construction contract for the subject project in 2020. 2. This notification serves three (3) purposes: A.� To notify potential suppliers of the Government�s intent to solicit a brand name only component for this project. B.�� To identify potential sources that can provide an equivalent to the brand name only item. C.� Notification of the Army�s intent to solicit a brand name component as described below. 3. The item described below, under summary of requirements, is embedded in the construction project.� The contract was issued as a negotiated procurement.� Only the component described below will be sole sourced, if no other sources are identified that can provide an equivalent system.� In the event no equivalent sources are found, the brand name only justification will be issued pursuant to FAR Part 6.302-1, Only One Responsible Source.� A subsequent market survey will not be published in support of a Justification and Approval for sole sourcing.� Supplies of the brand name component will be provided directly to the Contractor and not to the Government. 4. Summary of Requirement: A. Hydraulic Bi-Fold Doors by Crown Door LLC The USACE project team�s research found there is currently one Buy American Act (BAA) compliant manufacturer, Crown Door LLC, that produces Department of Defense Unified Facilities Guide Specifications (UFGS) compliant horizontal hydraulic bi-fold doors. Other horizontal bi-fold doors on the market are fully electrically operated with bulky chain/pully/counterweight systems that take up valuable program space. Unlike fully electrical doors, in the event of an electrical power outage or malfunction, hydraulic bi-fold doors can be manually lowered to allow classroom spaces to maintain normal operation and security during power failure so that the academic mission is not impacted. Additionally, because they have less operable parts than their electric counterparts, hydraulic doors are less likely to have operation issues and thus require less maintenance. The Crown Door LLC bi-fold doors are integral to the functionality of the premier multi-functional spaces at the main level of the CEAC building and both reliable operation and clean design aesthetics are imperative to the success of the facility mission. 5. Any vendor that wishes to provide an alternate source to the brand names above that is compatible with the above must provide a response with data supporting the claim within 15 business days of this announcement to New York District Corps of Engineers, Contracting Division -- contacts are listed below.
