Description

THIS IS A SOURCES SOUGHT/NOTICE OF INTENT TO SOLE SOURCE! 45 CONS intends to award a sole source firm-fixed price contract to upgrade the Lightning Warning System (LPLWS) to further develop capabilities available to the weather squadron.� LPLWS includes two base station computers and two Host computers that are fully configured, with the Security Technical Implementation Guides (STIGs) applied and Meteostar modified Leading Environmental Analysis & Display System proprietary software. This purchase includes one new Host and one new base station computer. Each will need an operating system and the Meteostar proprietary software that will require the purchase of additional licenses. The new Host and base station computers will be utilized to develop the new features and integrate them into the existing LPLWS system without voiding the current licenses or warranties. See attached Draft Statement of Objectives for additional info. This is a Sole Source in accordance with (IAW) FAR 6-302-1. As required IAW FAR 5.207(c)(15), OTT HydroMet is the only known source capable of fulfilling the government�s requirement. These specifications are a unique requirement to support the SLD 45 launch mission. North American Industry Classification System (NAICS) code is 541715.� This is not a Request for Proposal (RFP), Request for Quotation (RFQ) or an Invitation for Bid (IFB). The 45th Contracting Squadron has determined that OTT Hydro Met is the only source capable of accomplishing this requirement. As a result, a competitive solicitation will not be issued; however, in accordance with FAR 5.207(c)(16)(ii) the Government will consider any responses received from responsible and capable sources. Responses must be received by 20 Oct 22, 4:00 PM Eastern time and emailed to christina.gingras.1@spaceforce.mil and edwin.baldomero.1@spaceforce.mil� .Phone calls will not be accepted! The Government will not be liable for any costs associated with this synopsis!
