- N0016422GJQ65_0008� SOLE SOURCE - MQ-4C TRITON TURRET AND ELECTRONIC UNITS AND ASSOCIATED SUPPORT FOR THE MULTI-SPECTRAL TARGETING SYSTEM (MTS) FSC - 5855 � NAICS 334511 Issue Date: 14 FEB 2022 � Closing Date: 14 MAR 2022 � 3:00PM EASTERN TIME A Solicitation will NOT be posted to https://beta.sam.gov due to its sole source nature.� ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane intends to issue a Basic Ordering Agreement (BOA), N0016422GJQ65, and Job Orders (JOs) to provide supplies and engineering/logistics support services for life cycle sustainment of the Multi-spectral Targeting System (Family of Systems (hereinafter known as MTS). The BOA will be issued to Raytheon Company (CAGE: 96214) located in McKinney, TX at an estimated amount of $92,000,000. Acquisitions under the BOA will be conducted on a sole source basis in accordance with statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source.� Raytheon is the sole designer, developer, and manufacturer, and is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to neither supply the requirement described herein, nor will any other supplies or services satisfy the Government's requirements.� JOs are anticipated to procure various MTS systems and spare parts, support equipment for the MTS, services, and repairs. MTS provides the warfighter with the latest state-of-the-art Electro-Optic Infrared (EO/IR) and Laser multi-sensor systems. MTS is deployed on various aircraft platforms, including the U.S. Navy Triton, U.S. Navy EP-3, U.S. Air Force Predator, U.S. Air Force Reaper, U.S. Army Gray Eagle, U.S. Air Force and U.S. Army Sky Warrior, U.S. Air Force HC/MC-130J, and Special Mission Aircraft. This synopsis is issued to advertise the BOA requirements that will be met through the BOA.� Request for Proposal (RFP) will not be made available through https://www.sam.gov. The RFP will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, contracting by negotiations.
