- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart. 12.3 and 13, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The purpose of this combine synopsis/solicitation is for the SHORT TERM LOT PARKING SPACES PAINTING AND DESIGN OF NEW TRAFFIC SCHEME at USCG Base Charleston, SC.� The requirements in accordance with the Scope of Work (SOW), the contractor shall provide qualified individuals, labor, tools, equipment and materials to painting new parking space markings to maximize the number of parking spots. Contractor shall design new traffic scheme for the Short Term Lot parking layout to submit for approval. Prior to submitting a quote, it is mandatory to examine the entire Statement of Work (SOW) and it�s highly recommended to visit the facility for evaluations and to become familiar with existing conditions under which the work will be performed, along with verifying all measurements. ��The service shall be conducted during normal work operation hours (0700-1700) or (7:00 am to 5:00 pm), Monday through Friday except for Federal Holidays).� Access to the site shall not be permitted on the weekends or holidays without prior approval from the Contracting Officer Representative (COR) in writing. The contractor shall adhere to all safety requirements. After the award of contract, a pre-conference will be held prior to starting the project at US Coast Guard Base Charleston, SC. Site visits shall be scheduled with the following individuals: LT John Houk; Email: John.R.Houk@uscg.mil; Phone: (843 323-5553; Mr. David Garves; Email David.M.Garves2@uscg.mil. Performance location: 1050 Register St, North Charleston, SC 29405. This is a Firm Fixed Price Contract The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The award will be based on Best Value to the Government. The following factors shall be used to evaluate offers:� Capabilities Statement Past Performance Price Proposals shall be submitted on the offereor/vendor/contractor letterhead via email or fax Proposals shall be 20 pages or less Submit all proposals/bids/quotes, and solicitation questions via Email to EUGENE.WHITE@USCG.MIL Any and all questions regarding this solicitation shall be submitted in writing by the July 6, 2022. All prospective contractors shall be register in the SYSTEM FOR AWARD MANAGEMENT (SAM) before submitting a proposal for this solicitation. Contract terms is Firm Fixed based on the Scope of Work (SOW) The Contract Line item Number (CLIN): 0001 SHORT TERM LOT PARKING SPACES PAINTING AND DESIGN OF NEW TRAFFIC SCHEME � Contractor must be registered in SAM at www.sam.gov with a valid UIE number before submitting a quote under this solicitation. The following FAR Clauses and Provisions apply to this acquisition and are incorporated by reference: FAR 52.212-1 Instruction to Offerors-Commercial Items (Oct 2018) FAR 52.212-2 Evaluation-Commercial Items (*Oct 2014) Award will be made to the Offeror proposing the Best Value to the Government considering specification, Technical, Past Performance and Price.
