- Description
- The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with Global Emergency Response, Inc., 159 E Craig Sims Parkway, Augusta, GA 30909, as the only responsible source that can provide HC Standard Patient Tracking software license for the Center for Domestic Preparedness (CDP), Anniston, AL.� Specifically, the contractor shall provide a one-year software suite license for HC Standard Patient Tracking, and four one-year option periods to CDP.� The software license includes one-hundred (100) concurrent users and four (4) administrator accounts, as well as one-hundred (100) HC Standard Patient Tracking Mobile Application licenses. GER is the sole vendor capable of meeting CDP�s unique training requirements.� An element that most notably lends uniqueness to GER is its expertise in configuring HC Standard to the iPhones and iPads CDP has already acquired.� These commonly owned and readily available mobile phones and tablets are devices with which CDP�s students are familiar prior to a given training regimen. HC Standard�s uniqueness is supported further in its ability to support industry best practices, including all of the current Tracking of Emergency Patients (TEP) and Tracking of Emergency Victims (TEV) standards pending approval by the Organization for the Advancement of Structured Information Systems (OASIS) Standards Committee.� HC Standard has become the patient tracking standard in the emergency response field, primarily because of its ease of use, logical incorporation of emergency & clinical practices, flexibility in levels of data access control, dispersion of real-time information, and ability to incorporate data feeds from a wide variety of other systems (e.g., CDP-disseminated iPads and iPhones) onto the HC Standard dashboard.� HC Standard also complies with the Practitioner Steering Group (PSG) standards.� The PSG is sponsored by the DHS Office for Interoperability and Compatibility (OIC), of which the National Association of State EMS Officials (NASEMSO) is a member. Additional supporting rationale includes the requirement to remain aligned with existing training configurations in CDP�s healthcare training. Introducing competitors� patient tracking programs at this juncture is cost prohibitive and logistically unreasoned, because of the limited amount of time for learning and understanding of the program displays on handheld devices, teaching program capabilities and limitations, and then applying the knowledge by using the program in a training situation.� Moreover, procedures related to revision updates and software issues and training of support personnel have become standard practice with GER�s HC Standard.� Any other patient tracking program would result in a substantial duplication of cost to the Government for equipment, software and training. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13).� There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 with a Small Business Size Standard of $41.5 million.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Amanda Belden at amanda.belden@fema.dhs.gov.� Statements are due by 4:00 PM Eastern, October 19, 2022.� No phone calls accepted.
