- Description
- Notice of Intent to Sole Source.� This is a notice of intent to award a sole-source contract to GRAW Radiosondes GMBH & CO, KG (hereafter referred to as GRAW) and is not a request for competitive proposals. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD), and National Weather Service (NWS), Analyze, Forecast and Support Office (AFSO), Fire Weather Program have a requirement for the following GRAW portable upper air systems components: 85 GS-U portable ground stations (including incidental training and software installation and support); 10 SO-3 Balloon Filling Portable Units; and 400 DFM-09 radiosondes. WAD intends to issue a sole source, firm-fixed price type contract. Delivery of items is expected within 60 days of award though incidental training and software installation and support may be longer. The award will be made using other than full and open competition procedures. Only one responsible source and no other supplies or services will satisfy agency requirements in accordance with FAR 13.501(a). The need for GRAW portable upper air systems components is due to compatibility to existing GRAW systems and equipment already used at NOAA. This notice is not a request for competitive quotes or proposals and no solicitation will be issued. However, firms that believe they can provide the items as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
