Description
THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Federal Bureau of Investigation (FBI) is conducting market research for potential sources to provide Flight Tracking Software for manned and unmanned aircraft. This is a sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror or their employees regarding this requirement is strictly prohibited. The purpose of posting this RFI is to locate experienced service providers capable of and interested in performing a non-personal services contract that provides webpage and application-based Flight Tracking Software for manned and unmanned (sUAS) aircraft. The summary is as follows: This effort will provide a customizable software suite providing flight record management for manned and unmanned aircraft nationwide to the Federal Bureau of Investigation (FBI) Critical Incident Response Group (CIRG) Division. The suite must also provide a mobile application interface for manned and unmanned aircraft on both iOS and Android platforms. The FBI oversees an aviation program that supports mission requirements through the utilization of owned, leased, and contracted manned and unmanned aircraft. Unmanned aircraft refer to small Unmanned Aircraft Systems (sUAS) that are either commercial-of-the-shelf (COTS) and/or Government-of-the-shelf (GOTS) sUAS. Mission requirements include incident response, evidence transport, airlift capabilities, prisoner transport, and air support to high-risk operations which span across the United States to include Alaska, Hawaii, and Puerto Rico. To adequately track, budget, and manage aviation assets and personnel, the software suite must be customizable and flexible to support a dynamic and evolving aviation program. Major functional areas will address Pre-flight, Flight Authorization, Flight Record, Crew Member Management, Training, Safety, Maintenance, Reporting, and Administration and COTS integration. The suite will either be hosted on the Gov Cloud, or physical servers maintained within FBI space and controlled by the FBI. All records relating to a flight will be discretely associated as a related event within the suite and tracked as such. The FBI is interested in obtaining information from industry. Both large business concerns and all categories of small business are encouraged to respond to this request. The North American Industry Classification System (NAICS) Code anticipated for this requirement is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Vendors shall address the following 3 components within their submittal: 1. Company Information: Please provide your - DUNS number� - Cage Code and betaSAM.gov registry status - Large or Small business status (8a, woman-owned, veteran-owned, etc.) - Point of contact, to include: name, title, telephone number, business address, and email address - Primary NAICS provided on previous contracts - Recommended NAICS for this effort - Number of years in business 2. Requirements/Scope: Provide a description of your company�s expertise in providing Flight Tracking Software for manned and unmanned (sUAS) aircraft and if your solution is commercial or non-commercial.� Describe in detail how your software can support the following major functional areas: Pre-flight, Flight Authorization, Flight Record, Crew Member Management, Training, Safety, Maintenance, Reporting, and Administration and COTS integration 3. Submission: The page count not including the cover page should be limited to 25 pages, 12 Times New Roman font, with a minimum of 1-inch margins.
