Description
The United States Army Corps of Engineers (USACE), Galveston District has are requirement to review, select, catalog, organize, scan, and prepare historic aerial photogrammetric survey products of boxes and file cabinets of unarchived hard copy historic aerial photogrammetric survey products and other media on a sole source basis to the Texas A&M University-Corpus Christi (TAMU-CC). These boxes contain (but are not limited to) 1) aperture cards with microfiche, 2) microfilm and microfiche, 2) aerial photographs remaining from previous shipment, 3) Hydraulics and Hydrology Branch documents, and 4) large format files. The Conrad Blucher Institute for Surveying and Science (CBI) at TAMU-CC has both the specialized personnel with the expertise and infrastructure in place to meet all objectives set out in this proposal. USACE provided boxes and file cabinets of unarchived hard copy historic aerial photogrammetric survey products and other media and are currently in custody of TAMU-CC, as they previously assisted with Gulf Coast (GC)Cooperative Ecosystems Studies Unit (CESU), Cooperative Agreement Number: W912HZ-17-2-0008. This request is the second phase in the process supporting the scanning and archiving of the media to provide a digital archived product that USACE can access readily for future analysis and assessment of navigation and flood control projects. This phase differs from Phase 1 in that scanning will resume and will include both aperture cards and other media. Scanning will continue until funds are exhausted. Objectives 1-4 directly address the review, archive, and scanning of media, and orthorectification of aerial imagery. USACE has a need for an interface to view and access historic documents and aerials in an archive environment. TAMU-CC has experience in this area and expressed an interest in investigating the development of an online platform to provide visualization of archived historic documents and aerial imagery. Objective 5 will include research into the design of a prototype to meet the needs of USACE staff. This will be an interactive process that includes feedback loops with USACE staff to insure present and future needs can be addressed by the visualization tool.
