- Project Title:�� Design-Build for Domestic Water Piping Repairs Location:� � � ��Almeric L. Christian Federal Building and U.S. Courthouse located at ����3013 Estate Golden Rock, St Croix, USVI 00820 Classification and General Information: This requirement will be issued as a Full and Open Competition, and the Government shall select the contractor under FAR Part 6.1 Federal Acquisition Regulation (FAR) guidelines.�The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction. The Small Business Administration standard of 39.5 million dollars in annual receipts averaged over the last three (3) completed fiscal years. This contract will be Full and Open, and the contractor shall be selected by Federal Acquisition Regulation (FAR) Part 15.1 Source Selection procedures. This procurement will be competitive, utilizing the Tradeoff Process approach under the Best Value Continuum (FAR 15.101). This process permits tradeoffs among cost or price and technical factors. It allows the Government to accept other than the lowest priced offeror or different than the highest technically rated offeror. When combined, the technical evaluation factors will equal the price for this procurement. The best value method is essential to evaluate and compare costs and prices to select the most advantageous offer. The Design-Build's planned project delivery method will result in a Firm-Fixed-Price contract for construction services.� Building Information Overview: The Almeric L. Christian U.S Courthouse consists of two three-story structures connected through open corridors. The building has a total gross square foot of 76,227. The U.S. District Court, the U.S. Department of Justice, and the U.S. Marshals Service are the primary tenants.�The building operations are Monday through Friday, 7:00 AM to 6:00 PM. Project Description Design-Build: Generally described as follows but not limited to: � Provide a phased construction plan. � Domestic water piping replacement and installation shall meet Mech code 602.2.1.7 for plenums and shall be installed per international plumbing code and approved by an R2 fire protection engineer. � All public restrooms will be remodeled, ensuring the use of water conservation plumbing fixtures and ABAAS compliance. The primary public bathroom layout shall be reconfigured to allow easy access to the chase wall. While public bathrooms are under construction, one floor at a time, other bathrooms must be fully operational. � New solar water heating system � Sanitary pipe lining for underground piping on the first floor. � Cistern repairs to prevent water leakages. The work includes a fire watch. � Reconfiguration/relocation of all existing systems, utilities, or other obstructions displaced or otherwise affected by the installation of the new piping and related electrical circuits: relocation or reconfiguration of lighting, fire suppression, mechanical, electrical, plumbing, A.V./Telecommunication, and ceiling systems; � Replacement/repair of all finishes and structures affected by the work to their pre-construction condition. All new finishes shall match existing ones; � Installation, maintenance, and removal of the temporary construction partitions; � The Contractor shall provide training on the new water pumping system to the G.S.A. Building Preventive Maintenance Contractor; � Commissioning, labeling, and testing all piping, equipment, electrical panels, and circuits affected by the work. (Note: Any systems to be removed and reinstalled shall be tested before removal to establish agreed-upon baseline performance parameters. Upon re-installation, systems not upgraded in this contract shall be tried and shown to meet the baseline performance parameters.) Commissioning shall include the water treatment plan. Site Visit Information: Offerors will have the opportunity to visit the site before submission of their technical and price proposals. The site visit details to be held in St. Croix are outlined in the solicitation package. Project Period of Performance and Magnitude: This project shall be performed by an experienced Design-Build Contractor that has performed similar work. The estimated performance period is 420 calendar days, including Base + Options. The magnitude of construction for this project is between $1,000,000 and $5,000,000. The solicitation will be available electronically at the S.A.M. website: www.sam.gov. No paper copies, faxes, or emails will be available. Prospective Contractors must limit the dissemination of this information to authorized users only. Dissemination of information shall only be made upon determining that the recipient is authorized to receive it. The criterion for deciding authorization is need-to-know. Those who need to know are those who are specifically granted access for the conduct of business on behalf of or with G.S.A. This authority includes all persons or firms necessary to do work at the request of the Government, such as architects and engineers, consultants, contractors, subcontractors, suppliers, and others that the prospective contractor deems necessary to submit an offer/bid or to complete the work or contract, as well as maintenance and repair contractors and equipment service contractors.
