- The Department of Veterans Affairs, VISN 06, Hampton VA. The Richmond VA Medical Center, 1201 Broad Rock Blvd. Richmond, VA 23249, intends to solicit quotes from contractors to obtain a Brand Name or Equal Miltenyi Digital Benchtop Flow Cytometer using a Full and Open Competition, Firm-Fixed Price contract as the procurement method. The Department of Veterans Affairs anticipates issuing an open and continuous solicitation for this requirement on 9/26/2022. The solicitation will provide instructions to contractors about the proposal submission process. Quotes will be accepted for a three (3) day period commencing with the solicitation issuance date. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) and VetBiz database if applicable (VetBiz registration is required for Service-Disabled Veteran-Owned Small Businesses or Veteran-Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at VIP Home ยท VetBiz Portal (va.gov). The vendor must be registered in the System for Award Management database to be eligible for an award. Registration is free, and potential offerors are encouraged to visit the SAM website as no contract can be awarded to any offeror not registered in SAM. The VA will only consider proposals from contractors registered as mentioned above and not on the Excluded Parties List. NAICS Code is 334516 with a Size Standard of 1,000 Employees. Number: 1 GRAND TOTAL $.00 Statement of Work for a Flow Cytometer Funded through VA Research 1.1 Purpose The purpose of this Statement of Work (SOW) is to obtain a Flow Cytometer for the Johns Hopkins University. This instrument will be used to sort cells, as well as exosomes from biofluids for LIMBIC studies, and specifically for studies related to long-term COVID. The experiments will be performed for 5 years. 1.2 Background Long-term COVID symptoms are a large problem not just in VA hospitals, and clinics, and relates to higher use of medical resources. The reduction of long COVID-related symptoms are one of the strategic goals within the VA healthcare system. Immune cells are critical to responses to viruses, including COVID. Exosomes are activators of immune activity by cell-to-cell communication. These activities and their dysfunction following COVID infection are key factors that likely contribute to the development of long-term COVID symptoms. 1.3 Scope of Work In our research, we are isolating immune cells and exosomes released from immune cells within the blood. The flow-cytometer will allow us to properly separate immune cells and immune cell and brain-related exosomes. The flow cytometer shall provide the equipment necessary for researchers to sort immune cells and isolate brain-specific exosomes. The isolated exosomes will be used for determining the content of inflammatory-related proteins within brain-specific proteins. 1.5 Risk to the Government There is minimal risk to the government. This flow-cytometer is small enough to fit in the allotted space, requiring less than a length of 24 inches, a height of 32 inches, and a depth of 36 inches. 1.6 Reporting Requirements All reports will be ongoing between Dr. Gill s lab and the research office.
