Description
The Naval Air Systems Command (NAVAIR) intends to competitively procure the production of Scoring System Suite airborne sets, ground stations and direct link packages. The Scoring Suite System will be used in replacement of the AN/USQ-104A Scoring System, replacing both the airborne component (AN/DSQ-50A) and the ground component (AN/GSQ-228) along with any associated logistics products to create a complete Scoring System Suite to modernize the current system in accordance with the Performance Specification PMA208-SPS-0001, Rev A dated 12 September 2022. The airborne set contains a non-cooperative sensor and a telemetry (TM) downlink. The ground station contains the hardware necessary to demodulate and process the telemetry downlink.� The Direct Link telemetry receiving package is an optional add-on to the ground station.� The airborne sets will provide telemetry in the L-Band and S-Band as specified at the delivery order level. In addition, there will be associated integral logistics products and obsolescence engineering requirements for the Scoring Suite System. The full and open competitive procurement will be awarded to the Best Value offeror that meets all the requirements outlined in the solicitation. The best value criteria and weights will be identified in the solicitation. It is anticipated that a Firm Fixed Price (FFP), five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a requirement for First Article Test be awarded. The minimum contract quantity will be ordered under the first delivery order and will be issued shortly after the time of contract award. Contract award is anticipated for June 2023. The solicitation will be posted on or about October 2022 to the Systems of Award Management (SAM) at https://sam.gov/. The United States Government (USG) will only release the solicitation, including subsequent amendments, on this website. No telephone requests for the solicitation will be accepted. No hard copies of the solicitation package will be mailed. After the solicitation release, interested vendors should regularly access the website to ensure they have all amendments. RELEASE OF TECHNICAL DATA PACKAGE INFORMATION: The specifications associated with this procurement have been marked with Distribution Statement D, which authorizes distribution of the document to Department of Defense (DoD) and U.S. DoD contractors, because data contains critical technology and export controlled information. In order to receive a copy of the specifications, all vendors must provide the name of your company, mailing address, phone number, email address, current and active CAGE number to confirm their status as a U.S. DoD contractor and a copy of current and valid� DD Form 2345, Military Critical Technical Data Agreement.
