Description

This is a synopsis/presolicitation notice for a non-commercial service procurement. The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) has a requirement for engineering and technical services related to: development of detailed designs, first article fabrication, testing and qualification tasks, and finalization of Class 1 Engineering Change Proposal (ECP) package for various 501-K34 engine components. It is the Government's intention to procure these engineering and technical services related to the 501-K34 engine components upon current Navy designs utilizing other than full and open competition, from Rolls Royce Marine North America (RRMNA) in accordance with FAR 6.302-1, as only RRMNA can meet the Government's requirements.� The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or conduct a competitive procurement. NSWCPD seeks to award a Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery Indefinite-Quantity (IDIQ) Single Award type contract. the applicable North American Industry Classification System (NAICS) Code for this requirement is 333611, small business size standard is 1,500 employees. The Product Service Code (PSC) for this effort is AC34. All offerors shall be registered in the System for Award Management (SAM) database. This synopsis is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice.
