Description
This information is for solicitation SPE1C1-22-R-0116. The item is as follows: Item 1: MC Women's Blue Dress Coat. The applicable NSN for this procurement is 8410-01-668-8077. The coat shall conform to the requirements of PD-FDBCE pattern date 16 OCT 2017. DLA Troop Support intends to award a 36-month contract consisting of three-(3) 12-month price tier periods. The purchase quantity for each price tier period is an anticpated annual minimum (MIN) of 3,804 coats and an anticipated Annual Order Limitation quantity of 11,880 coats. The annual estimated quantity (AEQ) is 9,504 coats. The maximum (MAX) quantity over the anticipated 36-month contract is 35,640 coats. The MC Women�s Coat will require source inspection and price will be FOB Destination. The first delivery order is due 120 days after the date of award. All materials used in the fabrication of the end item are to be furnished by the contractor except for the basic fabric (MC Dark Blue Cloth Shade # 2312), which will be sold to the Contractor by the Government. The storage facility for the cloth is in a depot (Peckham) in Lansing, MI. The destination for the MC Women�s Coat is SD0131 Travis Association for The Blind, TX. The solicitation will be issued as a 100% Women-Owned Small Business Set-Aside (WOSBSA) that will result in a firm fixed price, Indefinite Delivery � Indefinite Quantity Type Contract. This is a Best Value acquisition with Trade-Off Source Selection Procedures. The following evaluation factors will be utilized in descending order of importance: Past Performance Confidence Assessment and Product Demonstration Model (PDM). All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important. � The applicable North American Industrial Classification System Code (NAICS) is 315240 � Women's, Girls', and Infants' Cut and Sew Apparel Manufacturing. Small business size standards matched to industry NAICS codes are published by the Small Business Administration and are available at http://www.sba.gov/content/table-small-business-size-standards. The Government does not intend to use FAR part 12 for this acquisition. Reference Numbered Notes 1, 9, and 26. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. To request technical data for DLA Troop Support Clothing and Textiles (C&T) solicitations, use the following link to the DLA-Troop Support C&T Technical Data Repository area at https://www.dla.mil/TroopSupport/ClothingandTextiles/SpecRequest.aspx� DLA Troop Support uses the Computer Aided Design (CAD) software program Gerber for patterns. If a vendor also uses Gerber, then DLA Troop Support can accommodate a request for digital patterns (Gerber Accumark full set or patterns emailed within 24-48 hours of request). If a vendor does not use the Gerber software, then DLA Troop Support will accommodate paper pattern requests (7-10 business day turnaround, sample size patterns only). Important Note on Foreign content The Defense appropriations and authorization acts and other statues (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DoD�s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and �specialty metals� (as defined in DFARS clause 252.25.7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
