Description
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) mission is helping people before, during, and after disasters. One of FEMA�s responsibilities is to ensure the effectiveness of emergency response personnel in responding to emergencies and disasters. Types of disasters and emergencies that could happen in the continental United States, as well as outside the continental United States locations include, but are not limited to, hurricanes, floods, earthquakes, cyclones, tornadoes, blizzards, acts of terrorism, tsunamis, and avalanches. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the Government will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Responses to this RFI are strictly voluntary and the Government will not reimburse respondents for information provided in response to this RFI. �Responses to the RFI will not be returned and respondents will not be notified of results. If a solicitation is issued, it will be announced on the Sam.gov website at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. �No reimbursement will be made for any costs associated with providing information in response to this RFI.� The purpose of this RFI is to receive industry information on the draft Statement of Objectives (SOO) (Attachment 1) including (but not limited to) technical questions and comments, contract type, business size of capable and interested companies, and most applicable NAICS Code for services/requirements identified in the SOO. �The potential NAICS code for this procurement is 561422 Customer Service Call Center, additional NAICS code may include 524292 Claims Processing.� In addition to the questions and answers requested below, the Government is requesting Interested Parties submit the following information to include a cover page in three (3) pages or less: a)�� �Company Information: name, address, telephone number, point of contact (name & contact information);� b)�� �Business size, socioeconomic status (if applicable), and Cage code or �SAM Unique Entity Identifier number. c)�� �Are the NAICS codes 561422 and/or 524292 suitable for the requirement as outlined in the draft SOO? d)�� �Information that may not be included in the SOO or addressed in questions below.� Interested Parties may use the draft SOO to provide comments. The Government is requesting responses to the following questions in terms of Interested Parties� capability, experience and recommendations or any issues related to the draft SOO requirements. The Government recommends first review the draft SOO so that you may have a better insight on the questions below. �Please provide responses to the following questions on the attached spreadsheet (Attachment 2). Questions 1.�� �Is the draft SOO clear, concise, and/or sufficient enough to develop and submit the required information in response to a Request for Proposal (RFP)? If not, what additional information should be included.� 2.�� �Is 15 days a sufficient amount of time for a contractor to prepare a technical proposal including past performance and a cost/price proposal given the requirement identified in the draft SOO? If 15 days is not sufficient, please provide a reasonable timeframe to prepare a proposal. 3.�� �What is your company�s interest and ability to perform all the requirements identified in the SOO? �Provide information on current capabilities, to include available qualified, trained, and experienced staff, and how quickly you can mobilize the requisite qualified staff to support proposed FEMA operations. Specifically, list capability, milestone activities and associated timelines, and relevant corporate experience (identify as prime or subcontractor), to meet the following requirements: a.�� �SOO 9.1., Program Management Consulting Services� b.�� �SOO 9.2., Claims Management System (CMS) Development c.�� �SOO 9.3., Call Center d.�� �SOO 9.4., Claims Intake and Customer Service e.�� �SOO 9.5., Technical and Professional Support Services f.�� �SOO 9.6., Site Inspections g.�� �SOO 9.7., Public Relations Support 4.�� �Are the proposed timelines outlined in the SOO realistic? Specifically, are the 45-day timelines for establishing a CMS (including public website) and Call Center realistic? If not, what is a realistic timeline given the importance of these requirements to the overall program? Are there Commercial off-the-shelf (COTS) systems that can meet the requirements of our CMS/System of Record? 5.�� �Is the proposed staffing mix realistic given the proposed scope of H.R. 7721 legislation? Are there labor categories that the Government should consider removing/including?� 6.�� �What is your recommended CLIN structure for this contract? � 7.�� �Discuss any other concerns, comments, or recommendations you may have with the attached draft SOO. Vendor comments may be incorporated and used to develop the final SOO as well as the solicitation.� Response Instructions When submitting your response include the three (3) page limit general information; the question-and-answer spreadsheet and a cover page may be included.� All responses to this RFI shall be submitted by email to Daisy Joseph, Contracting Officer, DHS/FEMA.
