- Notice of Intent to Sole Source for Director Award Plaques for the NIH Office of the Director NIH-SS-�6446181 The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to VSB Associates 10806 Pearson ST., Kensington, Maryland 20895-2231 United States. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the subscription service as no other source has been identified who can provide the requirement listed below. The requirement is to obtain 1. 2022 NIH Director�s Plaques 2. Description of the supplies and services required to meet the Agency�s needs. Purchase 1,800 plaques matching previous order of plaques. It�s required to match in color, size, text, style custom signage to assure the series is uniformed. Additionally, the NIH Office of the Director require the creative services be done by a vendor who: 1. Possesses specific and unique knowledge regarding previous award signage 2. Has past experience collaborating with NIH Medical Arts and NIH ICs 3. Can offer the Federal government a significantly reduced and competitive cost rate 4. Has staffing and schedule availability to do the entire scope of work within a rush, accelerated schedule starting September 2022 and concluding November 2022. 4. Proposed Contractor�s unique qualifications. Based upon the description of services and products, specific Contract Requirements, and result of the process, it is determined that VSB Associates. meets all requirements and is best suited to deliver the Director Award Plaques for the NIH Office of the Director. Special Instructions: Description: 2022 Directors Award Plaques - 1,800qty - 9"" x 12"" solid wood rosewood/piano finish plaque - 7"" x 10"" flocking - 6.5"" x 9.5"" plate with 1-color imprint - Window presentation box Style A: blue flocking with gold plate (Standard award) Style B: green flocking with silver plate (Mentoring) Style C: blue flocking with silver plate (Rabson) Style D: black flocking with silver plate (Worklife) Justification: For employee recognition and creation of NIH Directors award materials Description of goods/ services to be purchased: Purchase 1,800 plaques matching previous order of plaques. Sole Source Justification: Based upon the description of services and products, specific Contract Requirements, and result of the process, it is determinedthat VSB Associates. meets all requirements and is best suited to deliver the Director Award Plaques for the NIH Office of the Director. The specific work is necessary in order to provide matching color, size, material, timeline and detail to previous order. This notice is not a request for competitive quotes.� However, any party that believes it can provide the VirusTotal subscription product as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.� A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (Lack of registration in the System for Award Management will make an offeror ineligible for award).� All responsible sources may submit an offer that may be considered by the Agency. It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
