Description
The Army Contracting Command � Rock Island intends to contract using other than full and open competition in support of the Cyberspace Analytics program for Project Manager Defensive Cyber Operations (PM DCO) for proprietary Big Data Platform (BDP) Automation licenses, associated Managed Professional Services (MPS), optional Web services-hosted environment, to support, maintain, deploy, and develop the Army�s BDP. Pursuant to Federal Acquisition Regulation 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the ACC-RI intends to solicit, negotiate, and award a sole source contract to Enlighten IT Consulting, Cage Code: 4ZCG3, 991 Corporate Blvd #350, Linthicum Heights, MD 21090. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation to the contracting office within five (5) days of this posting. Any capability statement submitted in response to this notice of intent to sole source shall be no more than three (3) pages, single-spaced, using Arial 12-point font and shall include a statement which provides how the company is set up to complete the necessary scope requirements and the specific tasks listed in the description paragraph below. The U.S. Government will not accept marketing materials or company brochures and is not interested in a response that cannot meet all requirements described within this notice. Interested vendors who wish to seek subcontracting opportunities should contact the above-named company directly. Capabilities statements may be sent to Contract Specialist, Christine Szalo at christine.a.szalo.civ@army.mil and Procuring Contracting Officer, Serina A. Allingham at serina.a.allingham.civ@army.mil. No telephone responses will be accepted. A determination not to compete the proposed requirements based upon the responses to this notice is solely within the discretion of the Government. PM DCO has a requirement for a follow-on contract for proprietary BDP Automation licenses, associated MPS, and optional Web services-hosted environment to support, maintain, deploy, and develop the Army�s BDP for the following period of performance: Base Period: 14 October 2022 through 13 October 2023 Option Period One: 14 October 2023 through 13 October 2024 Option Period Two: 14 October 2024 through 13 October 2025 Option Period Three: 14 October 2025 through 13 October 2026 Option Period Four: 14 October 2026 through 14 April 2027 The MPS and proprietary BDP Automation Tool will support a government-provided, Web services-hosted environment with a large volume of compute and store capability across multiple echelons. Additionally, the vendor will need to support smaller environments for development, staging, testing, and other small-scale use cases. The MPS will also support the correct application of BDP Automation. MPS is also required to standup new clusters to support growth and provide continuous system administration and development support to ensure the platform remains operational with unity of effort across the Army�s BDP environments. The place of performance is Fort Belvoir, VA The projected contract award date is October 2022. Although the Government intends to negotiate a sole source procurement, it�s within the U.S. Government�s right to determine the appropriate contractual approach. Any capability statement sent in response to this Intent notice does not constitute a solicitation or contract in any capacity.
