Description
1.�� �GENERAL INFORMATION: A.��� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.� B.�� �The 229th Chemical Company of the Virginia Army National Guard (VaARNG) is seeking the purchase and delivery of lunch and dinner meals during Individual Drill Training weekends (IDT). The period of delivery for these items is October 21, 2022, to September 30, 2023, in Rocky Mount, VA. See the attached Statement of Work (SOW) for the anticipated delivery dates and meal counts. An exact delivery address will be provided at the time of award. C.�� �The Government will award a Firm Fixed-Price Contract resulting from this Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 311991 (Perishable Food Manufacturing). The Product Service Code (PSC) is 8970 (Composite Food Packages), with a business size standard of 500 employees. �This requirement is a 100% Small Business Set-A-Side solicitation, and only qualified offerors may submit quotes. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, dated August 10, 2022.� D.�� �The Government will not pay for costs associated with the preparation of a quote in response to this combined synopsis/solicitation. E.�� �Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. F. Funds are not presently available for this contract. The Government�s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. G.� Interested vendors agree to hold the prices in their quote firm for 60 calendar days from the date specified for the closing of this RFQ. 2. Questions will be received until September 23, 2022, no later than 11:00 a.m. Eastern Standard Time (EST). Sample meal menus and food temperature plans will be evaluated to ensure the minimum requirements of the SOW can be met. Multiple awards will not be made. B.�� �To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible to ensure the representations and certifications in their SAM registration are accurate and current. 4. � � ADDENDUM to 52.212-1, Instructions to Offerors � Commercial Items (Nov 2021)� A.��� Addendum to FAR 52.212-1(b), Submission of offers. The offeror shall submit an electronic copy of�their dated quote via e-mail to: curtis.l.gardner6.civ@army.mil with the solicitation number (W912LQ-22-Q-0031) in the subject block by September 27, 2022, no later than 2:00 PM EST. Facsimile quotes will not be accepted. Vendors who do not provide all the required information with their quotes may be deemed NON-RESPONSIVE for further consideration for the solicitation and award. In addition to the items required by 52.212-1(b), the offeror shall complete and provide the following with their submission: 1. Signed and completed Information Sheet (attachment 1) 2. Signed and completed 52.204-24 & 52.204-26, 52.212-3, and 252.204-7016 & 7017 (attachment 2). 3. �Pricing for all contract line-item numbers (CLINs). Vendors may submit an alternate pricing schedule. However, each requirement must be identified as a priced requirement.� The alternate price schedule shall be clear as the government will not make any assumptions, and award may be made without discussions.� � 4. �Sample lunch and dinner meal menu(s) for all IDT periods listed in the attached SOW. 5. Food Temperature Plan 6. Pricing Schedule: Please see pricing schedule in SOW attachment. 5. Addendum to FAR Provision 52.212-2 Paragraph a. is revised to read as follows: The following factors will be used to evaluate quotes: Price and Technical Compliance.� As this is a lowest priced technically acceptable evaluation, price and technical are of equal importance. A. Technical Compliance: Evaluation of this factor will assess the vendor�s understanding and successful performance of the of the requirement.� The vendor�s sample menus and food temperature plan will be used to evaluate this factor. B. Price: Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a) to determine if prices are reasonable, complete, and balanced. Paragraphs b. and c. of FAR Provision 52.212-2 are not applicable to this solicitation. 6.
