- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM at sam.gov. The solicitation number for this is N0018922Q0531 and will be issued as an RFQ. This solicitation document incorporates provisions and clauses in effect through FAC 2022-07 (effective 08-10-2022) and DFARS Publication Notice (Effective 08-26-2022). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 532490 and the Small Business Standard is 35.0 (millions of dollars). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate a Firm Fixed Price contract resulting from this solicitation. The Government intends to solicit this requirement with Other Than Full and Open Competition; a redacted Brand Name Justification applies to this solicitation. Line Item Information: LINE ITEM: 0001 DESCRIPTION: BIRTHDAY CONCERT SOUND SYSTEM SERVICES EXTENDED DESCRIPTION: The contractor shall provide sound system services for the U.S. Navy Band birthday concerts at DAR Constitution Hall in accordance with the Performance Work Statement (PWS) to include all rental equipment and systems engineer. QTY: 1 UNIT OF ISSUE: Group LINE ITEM: 0002 DESCRIPTION: HOLIDAY CONCERT SOUND SYSTEM SERVICES EXTENDED DESCRIPTION: The contractor shall provide sound system services for the U.S. Navy Band holiday concerts at DAR Constitution Hall in accordance with the Performance Work Statement (PWS) to include all rental equipment and systems engineer. QTY: 1 UNIT OF ISSUE: Group The U.S. Navy Band requires a linear array loudspeaker system and services for its upcoming Birthday and Holiday Concerts at DAR Constitution Hall located at 1776 D St NW, Washington, DC 20006. Please see attached performance work statement for additional information. Performance Location(s): DAR Constitution Hall located at 1776 D St NW, Washington, DC 20006 Period of Performance: Birthday Concert Services: 02 OCT 2022 - 07 OCT 2022 Holiday Concert Services: 11 DEC 2022 - 18 DEC 2022 Method of Payment: Wide Area Workflow (WAWF) Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote. Quoters are requested to include a completed copy of the provision at 52.212-3 (ALT 1), Offeror Representations and Certifications-Commercial Items, with the quote unless the representations and certifications have already been submitted online. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
