Description
United States Department of Agriculture (USDA), Economic Research Service (ERS), seeks renewal of the agency�s Laserfiche software system Licenses and Software Assurance Plan (LSAP). Given the complexity of the integration between the Laserfiche document management system and Umbraco CMS (via Elastic search and API bridge), ERS seeks top-tier Laserfiche contractor assistance to provide resources for technical support and maintenance. The North American Industry Classification System (NAICS) code for this project is 541519 (Other Computer Related Services) with a Size Standard of $30 million. Gordon Flesch Inc is the sole distributor of USDA/ERS�s instance of Laserfiche, thus additional licenses and renewals can only be purchased through them. Gordon Flesch products are proprietary and are only available from Gordon Flesch.� Gordon Flesch does not have authorized resellers of this product. It is imperative we maintain Gordon Flesch Company Inc knowledge and support to ensure USDA/ERS there is no downtime that could impact the successful publishing of Congressionally mandated content on the ERS website. Having existing knowledge of product/services is critical in supporting the overall goals of the agency in Economic Research. Without uninterrupted renewal of Laserfiche, the entire website is at risk. The website is driven by a web content management system (CMS), configured, and integrated with a custom implementation of Laserfiche Rio enterprise document management system (DMS) for improved website performance, storing and managing files, delivery of research products, staging and preview capability, information security, as well as the efficiency of the process used to manage and deliver those products. ERS acquired and utilizes the Laserfiche DMS to support the website and the thousands of agency�s reports and data sets. The solution is critical to ensuring ongoing performance of the website, its evolving needs, and internal processes to develop and disseminate products. It will also be a critical component supporting the agency�s web modernization efforts. ERS seeks renewal of the agency�s Laserfiche software/licenses and software assurance plan (LSAP), which includes top-tier Laserfiche contractor assistance to provide resources for technical support and maintenance, which is critical given the complexity and newness of the integration between the Laserfiche document management system and CMS (via Elastic search and API bridge). Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
