Q&A 36C25922Q0775 Test and Balance 1. What control systems are at each of the three facilities? ANSWER: The main Cheyenne campus is a JCI Metasys controls system. The Loveland CBOC on Hahns Peak Dr. is a Trane Air-Fi system. The Northern Colorado Outpatient Clinic on Byrd Drive is a Siemens Desigo CC system. Both the Loveland CBOC and the Northern Colorado Outpatient Clinic are leased properties, and the VA does not have access to their Building Automated Controls systems. Test and Balance visits to these facilities will be coordinated with the property managers for assistance as needed with the BAS. 2. Are all facilities controlled through a Building Automated System (BAS)? ANSWER: Much of the Cheyenne campus is on the Building Automated Control System but not all systems have been upgraded to DDC or are on the BAS. Please reference the appended document Cheyenne VAMC AHU Coverage Map with Details for additional details. Both the Loveland CBOC and the Northern Colorado Outpatient Clinic are leased properties with BAS systems that the VA does not have access to. Test and Balance visits to these facilities will be coordinated with the property managers for assistance as needed with the BAS. 3. Does facilities have full control of each terminal device (if applicable) and will they have personal assisting the Testing, Adjusting, and Balancing (TAB) effort? For example, if a VAV needs to have its airflow correction factor changed will facilities make said change for the TAB contractor, or will the TAB contractor have complete control over the BAS? ANSWER: Where applicable at the Cheyenne VAMC campus the TAB contractor will have the ability to adjust the VAV s airflow setpoints and correction factors utilizing a balancing stat. Please reference the appended document Cheyenne VAMC AHU Coverage Map with Details for additional details on the types of systems and which systems have updated DDC thermostats that can be utilized in this manner. (Note: manual adjustment of balancing dampers for multiple spaces served off the same VAV may still be necessary in these areas.) It is the expectation that the TAB contractor makes the necessary adjustments on systems where a balancing stat. can be utilized. For systems that may require adjustments in the BAS facility support will be provided. It is the expectation that the TAB contractor makes the necessary manual adjustments at dampers, valves, fans, etc. where digital control is not available. It is unknown if these adjustments can be made at the thermostat at the leased Loveland CBOC and Northern Colorado Outpatient Clinics. Assume that the TAB contractor will be responsible for making the changes through a coordinated effort with the building manager. 2. In the statement of work portion of the contract it states, Additionally, SPS spaces shall be Tabbed each year to include 50 spaces at the Cheyenne VAMC, 2 spaces at the Loveland CBOC, and 14 spaces at the Northern Colorado Outpatient Clinic. A separate SPS TAB Report will be provided each year for these spaces while section B.2 Price/Cost Schedule lists Cheyenne VAMC to only have 40 SPS spaces on line 0002. Please clarify SPS spaces quantity at Cheyenne VA Medical. ANSWER: Please include 50 spaces for the SPS TAB in Cheyenne. Typo should read 50 SPS spaces instead of 40. 3. Section E.4 52.212-2 of the Solicitation lists out 5 things necessary in the proposal. Please list where additional information on those items is (especially the Technical Proposal portion). ANSWER: REFERENCE STATEMENT OF WORK. E.4 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: PRICE TECHNICAL Test and balance contractor shall have a minimum of three years experience in the test and balance (TAB) trade. Technician performing work must have a minimum of three years experience with healthcare facilities and be familiar with VA or other Federal Government facilities and procedures. NEBB CERTIFICATION PAST EXPERIENCE PAST PERFORMANCE Technical and past performance, when combined, are APPROXIMATELY EQUAL.
